Research Based exclusive criteria should be taken into account for providing financial support to the Colleges.Research should be based on to determine the factors to improve the qualitative higher education. Performance based funding will not facilitate the adequate funding to the Colleges located in Tribal/SC/ST/OBC/ Rural areas. RUSA focuses on the performance based funding. But the question is how a College will have good performance without minimum infrastructure ?.

Govt. should provide financial support for those students for whom loan for higher education is a nightmare, as for example me. I got an opportunity to study at a world ranked university IST,PORTUGAL through a fully funded scholarship. But as i am belonging from a lower middle class family and have some personal family problem. Thus to think about study in abroad has bocome a good joke for me.managing minimum 1lac rupees is how much difficult only a person belonging from middle class can undstnd

Higher Education has become extremely expensive and beyond the reach of even middle income group members who neither get any financial aids, nor tax benefits. Private and international affiliated institutions demand very high fees. The government must control the finacial models(fees, expenditures, salaries, profits) of these institutions which are becoming a money churning, high profit business, plying havoc for the common middle, average and low income people.

Government should not directly support higher education through scholarships. The scheme of university scholarships as well the Rajiv Gandhi scholarships awarded to doctoral students need a serious dialogue. Instead GoI should focus more on education loans through banks for research scholars as well falling in line with professional courses like PGDM/MBA. Dr. Sai Sailaja IPE, Hyderabad

University of the People, a non-profit American-accredited online university, offers degrees to students all over the world at a total cost of $4,000; if they are poor, they can get scholarships. It started teaching in 2009, was accredited last year, has produced 65 graduates so far and now has 1,500 students. The faculty is made up of academics who volunteer their services. The convenience of online study makes it especially suitable for working people.
