केंद्रीय बजट के निर्माण की प्रक्रिया को सहभागी और समावेशी बनाने के लिए वित्त मंत्रालय पिछले कई वर्षों से नागरिकों से इनपुट लेती रही है। इस वर्ष भी केंद्रीय बजट के लिए आपके सुझाव का मंत्रालय को बेसब्री से इंतज़ार है।

इस लोकतांत्रिक गतिविधि का हिस्सा बनने के लिए सभी क्षेत्रों के नागरिकों का स्वागत है। आप अपने सुझाव या तो सीधे कमेंट बॉक्स के जरिए भेज सकते हैं या एक पीडीएफ दस्तावेज़ संलग्न कर सकते हैं।

It is usual for a businessman to make delay in payment of TDS for 1 or 2 day. As per current provisions a delay in deduction or delay in payment just for a day requires an entity to pay interest for 2 months which is too harsh in general nature. Interest should be charged at lower rates and for a day or a month if there is delay of 1 or 2 day instead of charging for 2 months.

As per section 196 of Income Tax Act – TDS on Payment to Indian government is not required to be deducted but payment to foreign government attracts TDS liability. As they are unable to provide any relevant documents i.e. TRC, No PE Certificate, it is difficult for Indian entities to deduct TDS so they have to bear the TDS from their own pockets. To reduce the harshness in the TDS provisions, Payment to Government including foreign government should be exempted.

Tax Residency Certificate Application (TRC) - Every Indian Resident doing business globally has to obtain TRC to avail the tax benefit as agreed between India and the other contractual states in Double Taxation Avoidance Agreement. Every such business brings foreign currency for India and also promotes the economy of India. Currently to acquire TRC we have to submit Form 10FA to the local Assessing Officer which then examines the same and allot the TRC in Form

Budget should make the GST rates uniform excepting for some items in the negative list it can be at highest GST rate. Linking of river water and water management schemes ( like rain water harvesting) , digging the lakes and other water bodies for storage of rain water. Budget should have incentives as well as allocation for same. Privatising the public sector companies and have time table for govt. exit from companies. Settling the pending income tax cases so as to increase revenue

RBI is monitoring exports/imports through EDPMS/IDPMS based on which exporters are put under caution list/various government agencies start inquiring transactions. As of now banks has to clear old bills & bring it to live. Till issues is resolved between banks/RBI , efforts to be made to check status with bank first whether there is any open issue with exporters before sending notices. Otherwise, we are put into hardships in answering various agencies on issue which we do not have control.

It becomes difficult for MSMEs to make both ends meet, hence the proposal:- GST remittance should be on receipt basis OR by the payer, similar to TDS. The accountability and onus on the payer for Services will to a large extent streamline the process of payments The MSMEC is a good beginning to redressal of grievances, but is ill equipped in terms of the enforcement. There is no time limit within which the Conciliation is to be closed, thereby, the cases pending for more than a year or two.

1. Make school fees a separate entity under tax exemption for all tax filers. 2.Tax is paid by all when they buy a product mainly home appliances and consumer goods including cars. Most of these are depreciating too but facilitateanufacturing and growth. Allow for special tax exemption upto say 1,00,000 per annum for tax exemption. 3. Initiate work towards RTO centralisation and centralisation of services if possible.
