Existing schemes have failed mostly due to misuse of funds and lack of accountability in administration.
The disadvantaged groups in rural areas need to be identified and catered to.
There should be a stricter monitoring mechanism to see to it that the resources provided for them are not misappropriated.
The regional backwardness in education can be addressed by strengthening the existing colleges and polytechnic
