Don't put fix amount for exemption under income tax rather allow percentage of exemption from one's income because high tax payer needs more investment.

Budgets to allocate funds to State Govt based on based on need basis. Freedom to state govt for utilisation & withdrawal. All state govt bonds to be merged with central govt bonds & PDS office to allow issue bonds in the market to take care of monitisation of state govt debt. Allocation vis a vis issue bond should be prerogative of state govt for first 9 months of the year. Last full quarter must draw down from allocation without issuing of bonds.

In India the main problem is unemployment. The farming sector can solve this problem. Because only in farming sector maximum manpower is required. But the Indian farmers don't want continue farming due to two reasons. One is incrising I'm labour charge due to MNREGA. As a result farmers use machinery in the farming field. Due to which production cost increase, which in result increase in food price. Also farmers don't get their exact price of products. Take some action for farmers.

No returns required to file if Form 16 is paid by employer. Load on tax offices to be reduced & only quality cases with returns to be filed & investigated.

Not all agriculture products need promotion for export. Rice cultivation consumes 1000 litres water per kilo grain and is a real threat for the water table. The rice export should, therefore, be taxed a little more. Foreigners are at present enjoying rice delicacies and saving their environment as well. If we still damage our environment for export, let the exchequer earn something in return that can be used to take corrective and compensatory actions.

Allow atleast 1% of the funds to be invested by all PUBLIC savings schemes (EPF, PPF, Gratuity Fund, NSC, KVP, ELSS, Medical Insurance fund, Car INsurance fund, etc etc) to equity exposure of existing MF. This exposure to be increased to 5% within next 5 years.

1. Introduce one more option for clubbing the income of both Husband and Wife and prescribe a lower rate of Income Tax for joint filing as already done in US.
