The govt should not levy additional cess on taxes. Instead, it can establish specific accounts/funds for specific purposes eg education, health, Swachh Bharat etc. Give 100% or even 150% exemption to people for contribution into these funds. This way, people will voluntarily give money to get tax rebate, very needy will not be burdened extra and govt will come to know what initiatives people support more (policies can then be designed to meet them).

Cost reductio must be looked at first before increasing Revenue. Reduce administrative costs.Wind up corporations defunct and loss making,and those which have outlived their use.Innovative ideas to reduce ever increasing burden of pension which is ultimately paid by tax payers.
