The govt should not levy additional cess on taxes. Instead, it can establish specific accounts/funds for specific purposes eg education, health, Swachh Bharat etc. Give 100% or even 150% exemption to people for contribution into these funds. This way, people will voluntarily give money to get tax rebate, very needy will not be burdened extra and govt will come to know what initiatives people support more (policies can then be designed to meet them).

Cost reductio must be looked at first before increasing Revenue. Reduce administrative costs.Wind up corporations defunct and loss making, and those which have outlived their use.Innovative ideas to reduce ever increasing burden of pension which is ultimately paid by tax payers. Reduce manpower in government by more efficient working. aA modest 2% cumulative reduction per year for next 2 years and 3% per year for next 3 years could be a modest target.Study and review total cost of each MP.

budget has to focus on the organic farming and how we generate the Forex by exporting the organic product. And also focus on food supply chain.Instead of FDI in retail, we have to explore our own PPP module of cold storage. Instead of road transport we have to explore the water way for easy and cost effective food transportation
