Basically, I feel, that there should be provision for response comments after reading - RECENT COMMENTS. Its so simple to control. Every house, building approval must be through City Councils. The house or building plans would be approved (with a dead line) before construction start. Empower councils and make them more responsible for all illegal activities. Council must be fined for non-compliance. Policies should be formed, even for things like water connection, garbage collection. People should be fined for littering openly. Many more can be done, need a right brain in place.
