sir when we are desperate for more schools and medical and dental colleges why do we need to take an essentiality certificate from the state. this is a bottleneck and a point where huge corruption and bribes are paid. remove this clause and let market forces decide if a college is good and should continue or poor and should close down. also permit colleges to close down efficiently.there are many things which go wrong. dont penalise promoters. just ensure student interests are protected.

how to ensure poor patients are treated free. give red cards to all ppl in india with less than 1 lac per annum salary. all such hospies must treat these red cards absolutely free. on refusal they should go to a designated police officer who will ensure that the treatment is started immediately and also send a report of refusal to designated officer in state health dept. for each refusal the hospital will be fined 1 lac. create guidelines to use this fund. assign collection to a senior officer.

how to make more hospitals.1. convert all government hospitals to sec 35 ac 1and 2 trusts. they will get adequate fund flow to modernise infrastructure and pay higher salaries. 2.get all states to create land bank for hospitals. this will drive healthcare to segments in need of them. 3. lease this land for 30 years to private parties willing to set up hospies.4. slash excise/import duties for hospital equipment.4. get banks to extend loans at 6 percent per annum. put checks and balances.

I am a NRI medical professional. I believe that Allopathic system is my right hand and Ayurvedic system is my left hand. We have been trying to clap with one hand of Allopathic system but results are not encouraging. We have become handicap of Allopathic system.
