Sir, Reservation to OBC Category in J&K may be declared which was denied by previous Govts due to Article 370. OBCs are the most sufferer in the Country as so far OBC reservation has not been implemented in J&K. Reservation Act and Reservation Rules enacted prior to abrogation of Article 370 are still in force pushing OBCs to suffer extensively. J&K really merged with rest of the country on 05 Aug 2019 and separate Constitution for J&K was abolished. OBC Reservation Rules as applicable to other States may also be implements in J&K to complete process of implementation of One Constitution, One Law in all States of the Country. EWS reservation has been implemented in J&K as applicable to rest of the Country. Similarly Reservation to OBC category may also be declared for J&K on 75th Independence Day at par with other States and UTs to win confidence of 40% population of J&K being the OBC and residing in both the regions in equal ratio. It will prove very helpful in Assembly election.

Sir, Implementation of every Central Laws in J&K to remove every discrimination, Keeping in view the first Assembly election after abrogation of Article 370, when J&K really got independence from dictatorial rule of Kashmiri Leadership working on the behest of Pakistan Intelligence and situation become so worsen in Kashmir that 5 lakhs KPs were thrown out of their home and are residing in various part of Country since 1990. Hence, special focus should be on J&K to provide every due benefit to the affected people who were denied of their constitutional rights due to Article 370. Though West Pak Refugees have got domicile of J&K after abrogation of Article 370, yet long away to get representation in any Govt institutions, as WPRs are denied OSC certificate applicable for J&K UT, though are provided OBC certificate for Central Jobs. So unlill OSC not removed and OBC reservation implemented, WPRs will continue to suffer for State jobs as not being issued OSC certificate.
