It does have the potential to address the key challenges in our educational system – providing quality for large growing aspirants even from remote locations. Effective use of TEL will require a solution that has proper combination of the following ingredients: Faculty Training, Student Training, appropriate technology platform, Linking Platform with Classroom learning, Linking assessment with TEL, Linking assessment with Employability and appropriate modifications to the learning – teaching culture. Appropriate leadership training to key stakeholders can bring in such an ecosystem in which TEL will deliver its desired results.

Even in localities and institutions where there is technology infrastructure available, effective utilization of the same is superficial. This is because the necessary ecosystem is not present, yet. Effective use of TEL will require a solution that has proper combination of related ingredients implemented in an appropriate way.

Govt should create an ecosystem where content development/devices companies are incentivized to bring quality education to state run schools. An interested company can be given a block of 50-100 schools and payment to the company is made basis improvement in learning outcomes. NGOs such as Pratham can be roped in to assess learning outcomes at the start and end of the year. A central platform, based on open APIs, can be built to track learning of every child and performance of these companies.

We need to encourage and facilitate the use of new technologies in higher education. Over a period of time, this will not only improve gross enrolment ratios, it will reduce costs of education delivery and subsidies. Moreover, incremental utilisation of new technologies will align the education system to young Indians who are rapidly transforming into digital natives.

OLPC - One laptop per child is the need for children in the world to learn. It is founded by Nicholas Negroponte a MIT Veteran. We can modify that with One TABLET per child with 3G/Wifi for rural with DSL. 3G 4G should reach the whole of India. I have sent a separate cell technology where the licensing has to be done by AREA and not by spectrum. You need to lay OFC all over India including rural. Only then our Rural population can learn. Still OFC has not reached in cities homes.

The ICAR AIEEA UG 2015 Exam for the Class XII students is now scheduled on 11 April 2015, the same day the students are writing IIT-JEE Mains Examination.The clash of examination dates is making several applicants from losing their chance to appear for both the examinations. When Govt is trying to attract best young talents of the country in Agricultural research, it is inappropriate to time two important exams together. If ICAR acts fast still there is a lot of time left to make a change!
