Defence R & D expenditure which is about 6% of the Defence budget has not resulted in anything substantial in the last 50 years other than providing jobs to it's employees. Even here it is overstaffed and over privileged in many aspects. Due to the paucity of space just one - unnecessary extensions and so called chairs being provided even for personnel who have crossed the age of 60. They have not performed till they were 60. Will they do so after this ?

Each and every citizen is a contribuant to the exchequer. The hard earned money of most people need to be utilised and accounted. The great heritage of wealth, concept of good governance and concern to the people run in our culture. The best managers of the world are Indian housewives who show their savings. For inclusive growth of SC/ST community, Govt. may consider imposition of a cap like that of Creamy Layer (which is in case of OBC) for availing reservation in fresh appointment for posts reserved for SC/ST. Though, this will politically be a very tough decision, but if done, it will result in inclusive growth of persons belonging to SC/ST community and will also result in reducing the disparity among persons belonging to SC/ST community.

(1)GoI may plan reduce use of hard cash circulation by promoting soft cash management thru mobile banking etc.(2)GoI to make National/Pooled Cash Management system that allows cost and profit sharing amongst all pooled banks to facilitate soft cash transaction as suggested above.(3)Encourage and incentivise above soft cash management while by banning hard cash transactions gradually.(4)Promote Micro financing by mobile banking in rural area for cash deals including govt deal like MGNREGA.
