This can be done by wide publicity by every individual of the region/state/district/place. The media hardly highlights such things without any commercial interest and thus DD News or other media can be encouraged to reserve a slot out of 24 hours and should cover about local festivities of all different parts of India on regular interval. This can easily be managed and the total time can be divided in a week for all states.
