( 5 ) ON a much broader point, the present Govt. came to power on providing jobs to all the needy. There is not time for it to leisurely munch on the topic/ sleep-over it/ write-essays etc Let PM ask different ministries on no. of jobs they will create in say-> 3 months period/ 6 months/ 1 year / 3 year-period and so on . (I Can't extend beyond 3 years; India faces elections, elections....in any calendar-year. These elections force parties to offer the sky to electorate to come to power!)

( 4 ) Let me frame my questions in another way-> "What are the different ministries Plan of actions on Job-front?/ on education?/ on skills?/ on a rapid-force to concertedly demolish drug-peddling gangs and seal further avenues?/ on examining efficacy of umpteen NGOs who mouth slogans about th same subject, get funds sometimes from abroad too etc?/ on which State has tackled well the begging-menace so as to replicate it across Nation? = it has to be a "Concerted action"- like attack on polio.

( 3) To act & eliminate begging , one has to eliminate "Conditions" that are ripe grounds for the same- AND here arise all "constraints", as the 'reasons' we repeat often or, hear or, come across ! Only thro' multiple action-plans + concerted actions-> can constraints be addressed. But, advices thrown around like, "Teach them skills"/ " provide shelter"/ " arrest"/ "send to care-cum-correction-centers"/ "Frame Laws" etc., will only go around the periphery w/out attacking the core-it is complex.

१. बच्चो को भीकारी बनाने वालो को कठोर शिक्षा का प्रावधान हो. २. बच्चो को बचपन से भिकारी बनाने वालो की गँग का नेटवर्क खत्म करो. ३. इन अपराधीयो के खिलाफ पुरे देश मे एक ही वक्त कारवाई करनी होगी. ४. इन अपराधीयो का शिकंजा कसने को पुलिस को आदेश देना होगा. ५. चाईल्ड लेबर भी इसी तरह खत्म करना होगा यह भी गँग द्वारा चलता है ६. वयोवृध्द भिकारी व्यक्तीयो के देखभाल के िलए स्वयंसेवी संस्था को प्रेिरत करना होगा, इन संस्थानो मे वस्तुओका निर्माण हो. ७. कार्य संस्कृती को बढावा देना होगा ८. हात पर हात दे बैठे भोजन देना बंद करना होगा ९. भिकारी िजस पुलिस थाने के क्षेत्र मे पाये जाएगे उस थाना प्रभारी का वेतनवृध्दी रोकनी होगी. १०. धार्मिक संस्थान, रेल्वे स्थानक, बस स्थानक इसके परिक्षेत्र मे भिकारी हो तो इसके प्रमुख पर आर्थिक जुर्माना देना होगा

(2 ) Then there are those forced to beg by organized begging-industry too! There is also a fine line binding areas identified as vices, normally-> drinking, drug-taking, thefts, picking-pockets (even murders) with begging where, begging may be first step to the rest of vices in some cases, or can be one of necessities for rest of vices like, drinking/ taking drugs etc. There is "absence of sense of right & wrong" in them; begging reflects absence of self-respect we associate with human-beings.

More than 70% of the people who beg in various forms are quite healthy and can work properly to earn. We(as a country) are industrializing and planning to become a manufacturing hub Hence, a platform/team/group of ministry to be formed where we can make sure all these healthy people are counselled, learned the purpose of life, trained, shown a growth path where they can become respectable citizen(which they aspire to be) by offering them the opportunities to work and grow

if the tracks and platform may be cleaned by them, then the roads may be cleaned by the poor who stay close to the traffic signals and may be utilised by the municipal corporation. they may be supervised effectively by the permanent recruits of the corporation. other places where ever they are located , locality wise employ them, create a nominal roll and pay roll and improve their standard of living. who does not want descent and self respecting life. jai hind

sir, it is difficult to eliminate beggar from our society but not impossible. a suggestion in your site and local circles was posted a couple of weeks back on usage of refugee poor families staying close to the railway station whom we see picking up plastics and bottles in the track. we can utilise them for daily wages with clean and neat uniform and give them the task of cleaning the railway tracks.

( 1)Let us examine first possible "Conditions" contributing to beggary, before examining "Constraints"( we'll come to it, automatically from the first!). Conditions promoting this cat, may be 1. No-where to go in an utterly desperate-state. 2. Own incapacity-> physical handicaps, educational, caste-barriers, lack of premises to function freely in society, simple absence to put in needed efforts for honorable living, easy way to get money quickly, which could be realized only thro' efforts/ time.

अगर हम रैनबसेरा के लिए 15-20लाख की रोडवेज की बस लगा सकते है तो हर नगर में स्थाई शेल्टर क्योँ नहीं बना सकते जहाँ उनेहे रखा जाये और उने कुछ काम दिया जाये जब इनमे काम करने की इछा जागेगी तो ये आत्मनिर्भर हो जायेगे। और आने वाले 2-3 सालो में ये खुद अच्छा जीवन व्यतीत करने लगेगे अगर नगर निगम नगर के आवारा कुत्तों को पकड़ कर एक अलग जगह ले जा सकता है तो ये तो इन्सान है।इनहे भी स्थाई शेल्टर में ले जा कर अछा जीवन व्यतित करने के लिए प्र्य्रित किया जा सकता है।
