I think municipalities at the district level should led the awareness about the mission. And every Sunday there should be a community cleaning drive organised by every one member from municipality for awareness on cleanliness. Also there should be a portal for citizens to tell municipality to allocate dustbins and aware them about waste materials that are dumped largely to a particular area.
