Hon.Minister, Ministry of rural development, The quality of life in the villages can be assessed by three basic parameters, viz. health, education and employment. I am here submitting two proposals on "Gramin Mitra"(friend of villagers) and daily wage employment scheme which will help for employment creation and better assessement of the parameters of the quality of life in the villages. "PROPOSAL ON APPOINTING 'GRAMIN MITRA'(FRIEND OF VILLAGERS) IN THE VILLAGES" »Appoint a well educated gramin mitra in every village, between the villagers of that village, which works as a link between govt. and villagers. »A gramin mitra basically plays a role of conscious(vigilant) citizen. »The quality of life indicators such as primary education, employment, safe drinking water, open defecation free village, toilets in individual houses as well as public places, solid and liquid waste management, cleanliness of all public places as well as individual houses, pucca roads and streets, transport and last mile connectivity, power and street lights, primary health centre, internet connectivity and availability of basic services through common services centre or GP, reduction in infant mortality rate and maternal mortality rate, etc. are assessed by him. »He makes awareness in the villages about the govt. schemes and helps to provide the benefits of the schemes to the needy people. »He works for the involvement of villagers to create a mass movement to improve quality of life in the villages. »He take efforts to stop the leakage of students from the schools and to increase their quantity in the schools. He also monitors the attendance of teachers in the schools, doctors in the PHC and other govt. employee and report it to the respective superior departments. »He makes awareness and works against castism, female foeticide, child marrige, honour killing and other social problems. »He provide a common platform to all the villagers for their queries and complaints. Any villager having any type of query or complaint about any govt. official or service can directly submit it in the office of gramin mitra. It is the duty of gramin mitra to forward them in a proper format to the respective departments(as majority of villagers are unaware of where and how to register a complaint and from where to get information). In this way active participation of the villagers in village administration can enhance the quality of serviceand reduce corruption. »Before appointing the gramin mitra, govt. have to give him training about basic laws, consumer protection act, right to information act, prevention of atrocities act, etc. »If there is any complaint about him, the villagers can register it toward tahsildar. »The assessment of his work can be done on village formation day and he can be rewarded for good work. In this way an improved quality of life can be achieved in the villages. "DAILY WAGE EMPLOYMENT SCHEME " »This scheme is based on "employment exchange" for skilled and unskilled daily wage labours. »These labours are supplied mainly for domestic work, agricultural work, small firms and local contracters. »We have to open "daily wage employment exchange" offices in all tahsils(talukas) with internet facility. »In this offices, we have to register the names of 18 yrs. and above, jobless, skilled and unskilled labours with their detailed information including their address, mobile numbers, skills etc., »Those people or ferms who want labours can contact to this office(personally or by telephone/mobile) and give full information about their requirement of labours, wage, structure of work, requirement of skills, address of workplace, date and timing. »The office then contact to the labours of the nearest area of the workplace according to the requirement for the work and tell them about the work and wage. If the labour agrees, then fix the deal and if not then the call is forwarded to the next labour. »The office then sends full information about the address of the workplace, date and timing to the labours who agreed to work. »After fixation of deal, the office sends the name/s of the labour/s , their address and contact numbers to the employers. »We have to fix the minimum wage of labours(with travelling charges). »Personal identification number is given to the labours and work is given rotationally to them(preferance is given to women, BPL's and dalits). »In this way, by effective promotion of this scheme, we can provide employment to the daily wage labours and thus can contribute to the reduction of unemployment. »Initially we can implement it in some tahsils for trial basis. No nation is perfect. With the active involvement of youth in issue specific causes and movements, it is high time the society changes the way they perceive us. We aren't the reasons behind the ills of the society, rather we are the messengers of change who should be empowered and whose contributions should be encouraged. We aren't only the future of the nation, but also its present.

A nation with endless variety, India has the best engineers, doctors, businessmen, and scientists offering global expertise in almost all areas of development who are the paramount reason behind the expectation of becoming a world leader by 2020. But will we live up to this expectation or do we still want to remain a country with intellectual brilliance alongside the superstition and ignorance of people?

India needs to stand up to the world – not only as a military power, but also an economic power. We cannot leave everything in the hands of the government; this is the right time to provoke the minds of the youth for an upsurge that will create awareness and will be pivotal in making India a superpower.

For 50 years we have been a developing nation; it’s high time we became a developed nation. What is it that developed nations have and we don’t – money, resources, economy or brains? We have all of these – both in quality and quantity. Are we not patriotic enough? Then, why do these politicians deposit billions of dollars in foreign accounts and not spent even a quarter of it in the nation’s welfare?
