स्किल इंडिया 2.0 की पुनर्कल्पना: भारत में कौशल विकास में सुधार लाने के लिए रचनात्मक विचार एवं सुझाव आमंत्रित

विश्वसनीय एवं योग्य कार्य क्षमता की तत्काल आवश्यकता को समझते हुए सरकार ने स्किल इंडिया 2.0 की पुनर्कल्पना की है। वर्कफोर्स को नए अवसर प्रदान करने के लिए भविष्य की जरुरतों के मुताबिक कार्य क्षमता का निर्माण पर फोकस किया गया है ताकि वे एक नए भारत के विकास में अपना योगदान दे सकें

केंद्रीय बजट 2022 से एक नए भारत के दृष्टिकोण को बढ़ावा मिला, जो एक सुदृढ़ कौशल विकास के इकोसिस्टम, मजबूत डिजिटल इंफ्रास्ट्रक्चर और अवसरों में वृद्धि की नींव पर आधारित है। इस सपने को साकार करने एवं कौशल क्षेत्र को बढ़ावा देने के लिए कई पहलों का प्रस्ताव दिया गया है। वे हैं:

उद्योग कनेक्ट: भारत उद्योग 4.0 में प्रवेश कर रहा है तदानुसार उद्योग लिंकेज, मांग-संचालित उद्योग-प्रासंगिक प्रशिक्षण अवसर प्रदान करने के लिए महत्वपूर्ण हो जाता है। स्किल के इस अंतर को कम करने एवं उद्योगों को मांग-आधारित कुशल जनशक्ति प्रदान करेगा, जिससे नई नौकरियों के अवसरों का सृजन होगा।

एनएसक्यूएफ एलाइनमेंटः प्रतिभाओं को मांग के अनुरूप लाने के प्रयास में सरकार, राष्ट्रीय कौशल योग्यता ढांचे (एनएसक्यूएफ) के नवीनीकरण और उभरते उद्योगों के साथ तालमेल बिठाने में कोई कसर नहीं छोड़ रही है।

डिजिटल कौशल: DESH-stack ई-पोर्टल की शुरुआत से कौशल और आजीविका के लिए डिजिटल इकोसिस्टम को प्रोत्साहन मिलेगा एवं यह एक कौशल से संपन्न देश बनने की दिशा में जटिल समस्याओं का समाधान प्रदान करेगा।

सरकार डिजिटल स्किल इकोसिस्टम को मजबूत करने पर भी विशेष ध्यान दे रही है क्योंकि एआर/वीआर, मशीन लर्निंग जैसे तकनीकी कौशल और स्वचालित प्रणालियों सहित डेटा के साथ काम करने की क्षमता वर्तमान समय में अनिवार्य हो गई है। फसल मूल्यांकन, भूमि रिकॉर्ड के डिजिटलीकरण और कीटनाशकों के छिड़काव के लिए ड्रोन शक्ति और किसान ड्रोन के इस्तेमाल के साथ, देश आज भविष्य की मांग के अनुसार अत्याधुनिक दुनिया में प्रवेश के लिए तैयार है। ड्रोन और आधुनिक कृषि-तकनीक दोनों क्षेत्रों के लिए असंख्य अवसर प्रदान करेंगे: प्रौद्योगिकी और कृषि आधुनिकीकरण कंपनी दोनो के लिए एक पारस्परिक रूप से लाभकारी इकोसिस्टम।

देश को विश्व की कौशल राजधानी बनाने का संकल्प पूरा करने के लिए कौशल विकास और उद्यमशीलता मंत्रालय सभी भारतीय नागरिकों से उनके सर्वोत्तम विचार और सुझाव आमंत्रित करता है

Dear PM, Education System needs a complete revamp. Today i know English , can speak Hindi partially and understand Gujarati & Tamil . The English Education today is doing a great harm to our country in terms of Culture, Understanding our History and our Ethos. Copying the waste is putting this society into DECAY . Dressing like a forigner does not make us an Englishman. We need to be proud of Bharat . This has to come from UKG in Schools. SANSKRIT has to become the NATIONAL LANGUAGE as our forefathers have given us valuable information in that Language . Linking of Rivers will help us prevent Famines as we waste a lot of water in floods. This will give employment to our youth for the next 10 Years Linking Brahmaputra , Ganga, Sarayu , Indus to Kanyakumari can increase our Agricultural output by 25%. lot of lands which are barren can be provided to the youth for farming . Farmers have to be proud of farming .They are selling lands to Builders . This is going to destroy us

भारतीय लोगों में विभिन्‍न तरह के कौशलों की कमी नहीं है। बस आवश्‍यकता है उसे ढूंंढने और उन्‍हें किसी प्‍लेटफार्म से जोड़कर उनके कौशल में निखार लाने की। यह काम इतने विशाल भारत में आसान काम भी नहीं है। किंतु हमारी शासन व्‍यवस्‍था का ढांचा ही इस कार्य को करने में सहायक सिद्ध हो सकता है। देशभर के जिलाधिकारियों को यह जिम्‍मेदारी दी जा सकती है कि वे अपने-अपने जिले में विभिन्‍न प्रतिभाओं की खोज करें, उनका मूल्‍यांकन करें और जिनकी प्रतिभा/कौशल में नवीनता है, जिनकी प्रति‍भा कौशल वोकल फॉर लोकल को नया आयाम दे सकती है, उसे उचित मंच प्रदान करते हुए कौशल में निखार लाया जाए। इसके लिए केंद्रीय स्‍तर पर भी एक मॉनीटरिंग व्‍यवस्‍था कायम करनी होगी, जो इस तरह की प्रतिभाओं/कौशल की और बेहतरी के लिए कार्य कर सके। यदि मौका दिया जाए तो मैं इस विचार को विस्‍तार देने के लिए अपनी सेवाएं देने को सहर्ष उपलब्‍ध हूं। सादर।

Government schemes with multiple certification systems further fragment industry initiatives. We need consolidation and scale to happen. The country needs more participation from private players and industry. The unorganized sector which constitutes about 93% of the workforce is not supported by any structural system of acquiring or upgrading skills. Training needs in this sector are highly diverse and multi skill-oriented. Further there is no certification system for a large chunk of workers, who do not have any formal education but have acquired proficiency on their own Another concern is the availability of information on skills development. There are many examples of good and innovative practice in India, but they can sometimes go unnoticed or have low visibility. A basic problem with the skill development system is that the numbers, quality and skill types - system is non-responsive to labour market, due to a demand -supply mismatch on several counts.

Skills for unskilled requires a lot of working labs and workshops. How many such working labs and workshops are there? Government must have a thorough account of it for establishing and integrating labs with the whole system of development of the country. I do have some idea about it, if government wants then I can share for it in the interest of the country.

Honourable prime minister Mr. Narendra modi ji I am a student of class 11 and through my study I am only learning things and practicals but actually I dont know how to use these better because we have more theory than practicals. I want that whatever teachers teach us we should have complete information of it and know how to use it properly. I hope you take some action about it. Thank you.
