स्किल इंडिया 2.0 की पुनर्कल्पना: भारत में कौशल विकास में सुधार लाने के लिए रचनात्मक विचार एवं सुझाव आमंत्रित

विश्वसनीय एवं योग्य कार्य क्षमता की तत्काल आवश्यकता को समझते हुए सरकार ने स्किल इंडिया 2.0 की पुनर्कल्पना की है। वर्कफोर्स को नए अवसर प्रदान करने के लिए भविष्य की जरुरतों के मुताबिक कार्य क्षमता का निर्माण पर फोकस किया गया है ताकि वे एक नए भारत के विकास में अपना योगदान दे सकें

केंद्रीय बजट 2022 से एक नए भारत के दृष्टिकोण को बढ़ावा मिला, जो एक सुदृढ़ कौशल विकास के इकोसिस्टम, मजबूत डिजिटल इंफ्रास्ट्रक्चर और अवसरों में वृद्धि की नींव पर आधारित है। इस सपने को साकार करने एवं कौशल क्षेत्र को बढ़ावा देने के लिए कई पहलों का प्रस्ताव दिया गया है। वे हैं:

उद्योग कनेक्ट: भारत उद्योग 4.0 में प्रवेश कर रहा है तदानुसार उद्योग लिंकेज, मांग-संचालित उद्योग-प्रासंगिक प्रशिक्षण अवसर प्रदान करने के लिए महत्वपूर्ण हो जाता है। स्किल के इस अंतर को कम करने एवं उद्योगों को मांग-आधारित कुशल जनशक्ति प्रदान करेगा, जिससे नई नौकरियों के अवसरों का सृजन होगा।

एनएसक्यूएफ एलाइनमेंटः प्रतिभाओं को मांग के अनुरूप लाने के प्रयास में सरकार, राष्ट्रीय कौशल योग्यता ढांचे (एनएसक्यूएफ) के नवीनीकरण और उभरते उद्योगों के साथ तालमेल बिठाने में कोई कसर नहीं छोड़ रही है।

डिजिटल कौशल: DESH-stack ई-पोर्टल की शुरुआत से कौशल और आजीविका के लिए डिजिटल इकोसिस्टम को प्रोत्साहन मिलेगा एवं यह एक कौशल से संपन्न देश बनने की दिशा में जटिल समस्याओं का समाधान प्रदान करेगा।

सरकार डिजिटल स्किल इकोसिस्टम को मजबूत करने पर भी विशेष ध्यान दे रही है क्योंकि एआर/वीआर, मशीन लर्निंग जैसे तकनीकी कौशल और स्वचालित प्रणालियों सहित डेटा के साथ काम करने की क्षमता वर्तमान समय में अनिवार्य हो गई है। फसल मूल्यांकन, भूमि रिकॉर्ड के डिजिटलीकरण और कीटनाशकों के छिड़काव के लिए ड्रोन शक्ति और किसान ड्रोन के इस्तेमाल के साथ, देश आज भविष्य की मांग के अनुसार अत्याधुनिक दुनिया में प्रवेश के लिए तैयार है। ड्रोन और आधुनिक कृषि-तकनीक दोनों क्षेत्रों के लिए असंख्य अवसर प्रदान करेंगे: प्रौद्योगिकी और कृषि आधुनिकीकरण कंपनी दोनो के लिए एक पारस्परिक रूप से लाभकारी इकोसिस्टम।

देश को विश्व की कौशल राजधानी बनाने का संकल्प पूरा करने के लिए कौशल विकास और उद्यमशीलता मंत्रालय सभी भारतीय नागरिकों से उनके सर्वोत्तम विचार और सुझाव आमंत्रित करता है

Honorable PM Dear Modi, Mother toung is the Mother of eassyness to any child or person to enhance his or her ability, So the east India company cut the Mother from the toung and replaced their Mother in place of our own Mother so that we become orphan and then slaves without a Mother and serve their mother. this is case if other languages are forced to a child to spoil its intellectual because a dictionary comes in place to understand a theam . I request sir at least now after atrocity of mugols spoiling culture and British spoiling whole lot we need to go back to basics and correct step by step. Write constitution in Sanskrit using all Scripts of Bharat. all center gov offices should focus in local languages and sanskrit as common official language all display boards in country shall have local language , sanskrit in devanagari and sanskrit in roman which will cover every one in world . implement New education policy asap. this is key to Aatmanirbhar.

This moment is an important opportunity to reimagine how, and what, education and skills are delivered to prepare students for a rapidly changing world of work. Several national flagship schemes such as Make in India, Start-up India, Stand-up India (a bank loan programme to assist Scheduled Caste, Scheduled Tribe and women borrowers to set up a greenfield enterprise), and Digital India, have been launched to spur the creation of more productive and higher skilled micro, small and medium enterprises, which would accelerate labour demand and job creation.

Productive and formal employment generation depends on the availability of an adequately skilled labour force through sustained investments in skills development and fostering opportunities for decent job creation through entrepreneurship. To close India’s skills deficit and increase employability, a range of policies and strategies are needed to address work-relevant education systems, career guidance, life-skills, and technical, vocational education and training schemes, along with on-the-job training in both formal and informal sectors. NEP 2020 and the budget for Education has already shown promising policies to emphasize more on skill based and vocational education in India.

There is huge opportunity in rural areas for the growth of numerous off-farm sector activities and in particular the healthcare sector. The pandemic has focused the spotlight on our poorly equipped public healthcare system and the shortage of frontline workers i.e. Nursing cadres, lab technicians, paramedics and ASHA workers. In the coming years there is expected to be spurt in demand for these professions, one that, the skill training institutes need to respond to, by offering a greater number of healthcare courses.

Another blessing in disguise has been sudden shoving of education, trainings into e-learning methods, which has the potential to revolutionize the vocational training landscape in rural India. This deep penetration of digitization shall enable the remotest locations also to come to one single platform and learn. Especially for girls, in rural backgrounds, who otherwise are denied opportunities to come out and learn.

India has majority of its population below the age of 25, a number that will look for jobs for the next decade. And so with half of India’s population expected to be in rural India by 2050, there is a pressing need to make quality skill training more accessible to the rural youth. Technologies such as artificial intelligence and automation are transforming the world of work during these testing times. E skilling, learning and education has become our war cry in the pandemic.

"स्किल इंडिया" एक मीठा सा अहसास ! पर अब भी- ठगा हुआ सा खड़ा है विश्वास। युवा नतशिर हैं,सोच सोच कि.... उनके पास नहीं कोई रोजगार। फिर भी.... समय करवटें बदल सकता है, अगर; तुम चाहो। जो भी हो ; इतना निश्चय है- तुम्हें.......... .नहीं है कुछ असाध्य; अगर ठान लो- राह को............. हार मानना ही है. मंजिलों को......... सर झुकाना ही है. ठानो तो रार- व्यवस्था से , उबरो तो; इस अवस्था से, पहचानो अपने अपने कौशल, और.... उद्यम,साहस और आत्मविश्वास भरकर गढ़ो तो - स्किल्ड इंडिया।

अवसादग्रस्त बेरोजगार युवाओं को रोजगार उपलब्ध कराना इस सदी की सबसे बड़ी चुनौती है और इसका सामना करने के लिए शीघ्रातिशीघ्र निम्नलिखित क़दम उठाए जाने की आवश्यकता है- * लघु एवं कुटीर उद्योगों की स्थापना * गृह उद्योगों के लिए यथासंभव प्रशिक्षण/सहायता/ऋण उपलब्ध कराना * स्थानीय कारीगरों को समुचित सम्मान देना ताकि उनकी भावी पीढ़ी उनके नक्शे कदम पर चलने में विश्वास करे * नि:शुल्क और सर्वसुलभ व्यावसायिक प्रशिक्षण
