I have seen cases where local bodies sanction building plans without provision of septic latrines. This is an invitation for the spread of manual scavenging especially in endemic areas. We must insist that no plan is passed without a septic latrine and the authority which issues completion certificate and allots door number should verify and certify that septic latrines exist.

Effective rehabilitation manual scavengers can be done by way of allowing them to maintain latrines funded by NGOs, State Government and Ministry of Health of Central government similar STD booth permission given by Central Government through Ministry of Communication.These manual scavengers who are maintaining latrines can get their remuneration like subsidy disributed under Direct Benefit Transfer scheme of GOI based on number of customers serviced and cleanliness of latrines videographed continuously.

Dear PM Sir We can eliminate manual scavenging, by providing Mandatory Sewage lift stations at all colonies. As we have mandatory street lighting, roads in new housing construction we should insist on providing Sewage Lift Stations at all housing colonies. The sewage from these lift stations should be connected to the main sewage line maintained by the respective Municipalities. Also i suggest we build Public toilets at all Temples areas and these should be maintained by respective temples.
