A detailed survey for identifying manual scavengers needs to be conducted and they should be given some receipt/card so that they can ask for rehabilitation if they were denied for it by authorities. Rehabilitation program should be conducted in such a way that other unemployed people cannot take the advantage by falsely pretending to be manual scavengers.

The foremost activity to prevent manual scavengers by restricting the unplanned birth of children among poor people. Aptitude and skills are generally inborn and a expression of genes received from parents. These skills can be sharpened for excellence.
