The Government of India has appointed a Committee chaired by Dr. Shankar Acharya, former chief economic adviser, to examine the desirability and feasibility of having a ‘new financial year’. Other distinguished members of the Committee are Shri K M Chandrasekhar, former Cabinet Secretary, Shri PV Rajaraman, former Principal Finance Secretary, Tamil Nadu and Dr. Rajiv Kumar, Senior Fellow Centre for Policy Research.

Presently, the financial year followed by governments in India runs from 1st April to the following 31st March.

This issue was last examined by the L K Jha Committee in 1985, whose recommendation to move to a financial year of January 1- December 31 (for Central and State Governments) was then not accepted by the then Government.

There are many arguments for and against the change in financial year which revolve around issues of budget and cash management by government, seasonality of government revenues and expenditure, impact of Monsoon on budget forecasting, working season, timelines involved in the legislative cycle of passage of Budget by the Parliament, international comparability of fiscal statistics, aligning government’s financial year with year for tax assessment and corporate accounting purposes. Some arguments are less on the intrinsic merit or demerit of the change but rather on the timing of the change when the change coincides with other developments impacting businesses.

This Discussion Forum seeks to invite inputs from everyone interested in this issue.

While falling in line with the global norms like Jan-Dec could be the strongest argument, I think it should start when the economists consider as the beginning of the peak season. I think it is October and off season starts from April. It would be good to start financial year from October and end with September.

ज्यादा तर लोगों को फियनशल ईयर का आज दिन तक भी पता नहीं है अतः यदि इसको जनवरी से दिसंबर कर दिया जाता है तो यह अच्छा रहेगा साथ ही नया साल नये खाते साथ ही साथ आय कर विवरणी भरने में भी आसानी रहेगी क्योंकि जनवरी फरवरी मार्र्च काम करने के अच्छे दिन होते हैं

Very simple. In today's WTO scenario, synchronizing with global economies will be a wise decision. Follow the American Financial Year Model. Impact of Indian Monsoon etc is of no relevance. Anyway Indian Monsoon is between June-September (in west, north, east) and September-November (in South). This will have the same effect on Financial Year starting in April or January. Or... are we talking about starting Financial Year on Diwali Day? (Lakshmi Pooja?)

Considering many year end activities, devoting much time on paying taxes and other things make citizen lots of inconvenience. Can't devote much time in paying taxes, or doing paper work and organise many thing. It is going to create a complete traffic jam not just on road, but on sites. Annual celebration going to spoil and can't take major decision hanging the tax sword over head of citizen. Instead should focus on tax reform in raising tax slab and better focus on big willful defaulters

it is appearing that we are followers of USA. on the other hand US is claiming they are forthrunners because of Indian community over there, but we are blindly following their rules. FY change is not at all required, be it technical or administrative reasons why should it be changed. Was there any hurdle all these while and what technical reason makes rulers to change.... No point in change It is requested to continue March-April...

The current financial year goes with the culture and financial traditions of the country. Even all corporate donnot follow Jan-Dec cycle some follow June-May. Also to be noted is large number (majority) of small businesses maintain their account books as per April-Mar period. So to align with corporate culture we might miss on our own culture of accounting. Advancing budget session is much better idea and will be accepted across trades as it will also help in predicting tax for next FY.
