The Government of India has appointed a Committee chaired by Dr. Shankar Acharya, former chief economic adviser, to examine the desirability and feasibility of having a ‘new financial year’. Other distinguished members of the Committee are Shri K M Chandrasekhar, former Cabinet Secretary, Shri PV Rajaraman, former Principal Finance Secretary, Tamil Nadu and Dr. Rajiv Kumar, Senior Fellow Centre for Policy Research.

Presently, the financial year followed by governments in India runs from 1st April to the following 31st March.

This issue was last examined by the L K Jha Committee in 1985, whose recommendation to move to a financial year of January 1- December 31 (for Central and State Governments) was then not accepted by the then Government.

There are many arguments for and against the change in financial year which revolve around issues of budget and cash management by government, seasonality of government revenues and expenditure, impact of Monsoon on budget forecasting, working season, timelines involved in the legislative cycle of passage of Budget by the Parliament, international comparability of fiscal statistics, aligning government’s financial year with year for tax assessment and corporate accounting purposes. Some arguments are less on the intrinsic merit or demerit of the change but rather on the timing of the change when the change coincides with other developments impacting businesses.

This Discussion Forum seeks to invite inputs from everyone interested in this issue.

Fore-sighting is not a bad IDEA, but it should be with an OBJECTIVITY. Rigidity will compel us to push ourselves to a corner, thus keeping away from the Main Stream Exercises. Thus switching the Budget session should be exposed to the Financial Profit/Loss outcomes objectively. No need to switch over if significant Financial Gain is not observed over the fixed period of time. A close eye watch to its various aspects must be given EQI-Importance, while migrating the FY timings.......

The ideas behind placing the Budget at the end of February & beginning of April, was connected with the "Bharatiya Sentiments", where the New Year is welcomed, with the presentation of Projected Budget, a task planned,assigned & taken into hand for the entire FY(Financial Year). The impact of switching from the present timings must be carefully studied, with financial significance & not just the emotional, as well as keeping a pseudo pace with Global Time Trends. A through observation needed....

Yes Good approach to change FY Jan-Dec. Many of us not know why our financial year is Apr to Mar. This is because when we are not independent the finance department of ruling country make there balance sheet first and then come to our country to finalize india balance sheet. They had made 3 month gap to complete there balance sheet. So this is a good decision to change financial year to Jan-Dec from existing Apr-Mar.

IN current situation the budget is presented without any awareness of monsoon. Monsoon arrives over the country on 1 June on an average, Budget for the fiscal year has to be prepared by Feb end. The Biggest Reason For the CHANGE is that the monsoon situation is clear by Oct,IN JAN-DEC FY, budget would be presented in Oct after monsoon. This would allow time for appropriate changes in policy.

The change in FY will not affect much and does not carry any significance. The more significant is speedy and efficient financial transactions to be done by Govt Dept. In spite of many initiatives still the govt machinery lacks these two things. Proposal approval and decision making involves too many stages and lot many persons which needs to be addressed by reforming administrative structure gifted by British legacy.

It is a good approach to change financial year to Jan-Dec from existing Apr-Mar. However what at the problems faced in existing system is the key factor that needs attention. It is always better to fine tune the existing system instead of switching to a new system whose effect we do not know. So it is better first to have list of issues that are faced in current financial year pattern.
