The Government of India has appointed a Committee chaired by Dr. Shankar Acharya, former chief economic adviser, to examine the desirability and feasibility of having a ‘new financial year’. Other distinguished members of the Committee are Shri K M Chandrasekhar, former Cabinet Secretary, Shri PV Rajaraman, former Principal Finance Secretary, Tamil Nadu and Dr. Rajiv Kumar, Senior Fellow Centre for Policy Research.

Presently, the financial year followed by governments in India runs from 1st April to the following 31st March.

This issue was last examined by the L K Jha Committee in 1985, whose recommendation to move to a financial year of January 1- December 31 (for Central and State Governments) was then not accepted by the then Government.

There are many arguments for and against the change in financial year which revolve around issues of budget and cash management by government, seasonality of government revenues and expenditure, impact of Monsoon on budget forecasting, working season, timelines involved in the legislative cycle of passage of Budget by the Parliament, international comparability of fiscal statistics, aligning government’s financial year with year for tax assessment and corporate accounting purposes. Some arguments are less on the intrinsic merit or demerit of the change but rather on the timing of the change when the change coincides with other developments impacting businesses.

This Discussion Forum seeks to invite inputs from everyone interested in this issue.

change is good because save the time 2015-2016 will be written only 2016. company audit will be completed up to march and children exam also completed in march so family will enjoy the vacation. People will more encourage for vacations and picnics and hence tourism will increased. ..its really remarkable thought ...

जहां तक केवल बजट पेश करने और पास करने का प्रश्न है, तो जनवरी मे सत्र बुलाना उचित रहेगा। किन्तु जब वितीय वर्ष के निर्धारण का प्रश्न है तब हमे कुछ बाते ध्यान मे रखनी चाहियेः- 1.अप्रैल से सनिक्कट चैत्र नवरात्री से ही देश का आधिकारिक नव वर्ष प्रारम्भ होता है,इससे देश को अपनी पहचान मिलती है। 2) बजट पास होने के उपरान्त 1अप्रैल से लागू करने वाली दिक्कते समाप्त हो जायेंगी। 3)चुनावी अधिसूचनाओ के कारण आने वाली दिक्कते भी समाप्त हो जायेगी। 4)चुनाव या तो दिसम्बर से पहले सम्पन्न करवाये जाय या फिर बजट केबाद

This depends on our need as we are developing nation so it is much more important to maintain the sustainable growth. So we need to analyse the pros and cons for our country if we shift from April to Dec.If Jan to Dec improve the probability for more development then my vote in favour

I am in favor of 1st Jan to 31st Dec. there are several reasons behind them. 1. Fiscal year to sync with calendar year should be benefited 2. Government planning and budgeting 3. Decision making in social sector 4. Better Access to Tax Experts 5. Lower Contractor Costs 6. Records of government revenues and expenditure in same year 7. It is easy to forecast budget for monsoon session’s projects 8. Timelines involved in the approval budget by parliament 9. Impact on fiscal statistics
