Taking serious note of the latest decision of the National Green Tribunal (NGT), the Chandigarh Administration has speed up the enforcement of ban imposed on the use of polythene carry bags/plastic bags/plates/cups and other allied material in Union Territory of Chandigarh. As per NGT directions there is also provision of imposing fine of Rs.5, 000/- "Environmental Compensation" to the erring person/entity per event, along with seizure of such stocks.

With the help of this discussion platform the Administration requests you to 'report the violations' (attach pictures or other details) regarding use of plastic carry bag/plate/cup and allied items on ww.mygov.in. Also, we would like to read your suggestions/ideas as well as practical/workable solutions for complete imposition of plastic (carry bag/cup/plate and allied items) ban in Chandigarh.

Banning the use starts from the source... Tax for plastic industries can be increased which in turn increases the cost of products and mostly plastic bag usage will go down.... And biodegradable alternatives for these should be introduced into market... Whatever to be done should be from the ROOT...

Right now I am working over the Eco-friendly single use disposable food service ware like cups, bowls & plates etc.. which shall be useful for the health of society as well as reduce the impact on the environment. Such a project can be achieved with the assistance of the Government who can provide the financial resources in all respect. I am ready to show the model project as soon as I will avail the patent.

Banning the plastic use can be made successful if the manufacturer of those plastic products are monitered. But this solution seems tough. Instead, there are new technologies of recycling plastics now. It was not possible to recycle few years back but now it is possible to some extent. We can invest money on using those technologies to recycle plastics rather than investing on banning and monitoring the usage.

2 scientifically proven solutions (shown on Satyamev Jayate TV serial), if used in conjunction, can resolve problems of plastic & garbage maintenance: 1. Simple technique to segregate plastic & bio-degradables from huge piles of garbage. 2. Technique to use plastic to make stronger longer lasting roads. (Patented by Indian scientist in the name of Indian govt) This way we would consume the garbage (including plastic) that we produce. I find it more practical approach than blanket ban.

It is very hard to check the rampant misuse of the 40 micron limit for plastic carry bags in a country such as India simply because the agencies responsible to check the use or rather the misuse are either ill equipped or do not have the urge and zeal to do the same. A blanket ban on all and any form of plastic / poly bag in open marketplace will do away with the need to check the legality of the use of the same.
