CURRENT ROLE AND FUNCTION OF DGS&D

Directorate General of Supplies & Disposals (DGS&D) is a Central Purchase and Quality Assurance Organization of Government of India and presently rendering procurement services to Government by concluding Rate Contracts (RC) for common user items. RC is an agreement between the Government buyer and the supplier to supply stores at specified prices during the period covered by the Contract. Based on the RCs finalized by DGS&D, Central Government Departments across the country place supply orders.

ENVISIONED ROLE OF DGS&D

Government intends to bring more transparency, efficiency and ease of procuring a large number of commodity items required by Government departments and organizations. DGS&D will create a new e-procurement system by offering an online one-stop market place, a government-to-suppliers portal encompassing the entire procurement process. This will help Government buyers save time, reduce administrative costs and ensure low pricing for various commodity items and services which are bought regularly and have common specifications. Through innovative measures speedy online payment mechanism will be worked out.

Tranparacy and corruption free transaction is possible only by creating competition between more than one supplier. Terms and conditions of quality is important factor. it is better to tia up with the manufacturer directly,rate & quality should be compared of various manufacturer,goods supplied to others in wholesale market, etc. should be analysed,thereafter, the goods purchased directly should be supplied online to various government concern as per requirement.all payment should be online.

sir unless and until India become cashless/free cash India (i.e only digital transaction/minimize cash transaction for any business/purpose) there will be chances of corruption. go fully digitize form of procurement of items and payments. and ensure ZERO human intervention and that will reduce the corruption level. (go man machine man and NOT manman interaction).

May be an automated system to select which suppliers to select for an inventory based on some Artificial intelligence and algorithm with zero human inter-fence which will lead to zero corruption. This will be open for all central govt department to use and open tenders online any supplier can apply for tender and automated system will select the appropriate supplier. A mobile app will make the process more smoother and a step towards Digital India. #DGS&D, # MyGOv
