Three strategic components of Area based development in the Smart City mission are:

Retrofitting: This introduces planning in existing built-up area with an objective to make the existing area more efficient and livable. Minimum area of 500 acres would be taken up under this model. For Rourkela best example under this is Main Bazaar Area / Panposh area, etc

Redevelopment: This involves replacement of existing built-up environment and enables co creation of new layouts with enhanced infrastructure using mixed land use and increase density. Minimum area of 50 acres would be taken up under this model. For Rourkela best example under this is Madhusudanpalli / Malgodown area and Pradhan palli area, etc.

Greenfield: This involves introducing most of Smart solutions in a previously vacant area. Using innovative planning, plan financing and plan implementation tools. Minimum area of 500 acres would be taken up under this model. For Rourkela best example under this is Riun Village/ Cheend colony, BPUT area, TISCO quarry siding and Kalinga Vihar area, etc.

Suggestions are invited from citizens of Rourkela/stakeholders/ associations/ NGO/groups to identify the areas to be taken up for area based development under Smart City Proposal.

The last date to submit your suggestions/ comments is 30th November, 2015.

I wish to see Rourkela setting as an example as how a smart city should be with well planned infrastructure, roads, clean water supply, proper drainage, play areas for children & with efficient functioning of various Govt agencies, increasing the green coverage of the city. & creating an air harmony. As of now none of the above are functioning to our satisfactory levels. to add to this Rules and legislation are only meant for the people who follow it, whereas the others are exempted from it

1. underground sewarge system for low leel areas to avoid ground water contamination 2. provide foot path on all major roads 3. plan and provide bycycle lane on major roads to encourage cyclists 4. pedestrian crossing to be adressed 5. provide barrycade for pedestrian entry to roads and to avoid accidents 6. Street lights to be made LED and monitor usage 7. Regulate with strict implementation of avilabale rules for hepazard growth of flat constuction...

I have to comment on the open drainage system in Rourkela.Drainage system should be treated biologically and the absolutely clean,odourless water should flow to the river.Besides the drain,beautiful plantation shall add to the beauties.(I had gone through some news paper article that CSIR or some IIT have developed a process where the drain water can be treated biologically at the source and the clear water shall flow on the drain to the destination.

Development of a national level airport and introduction of more super fast trains, increase in the frequency of the existing trains will go a long way in resolving the above issue. Good Health care facilities for all and education for the underprivileged children. Also Plant to be set up for re-use of Waste/garbage to produce electricity & Huge plantation.

Infrastructure is a big challenge as the City has developed without any proper plans. Roads must be sufficiently wide and must provide Parking Areas in major parts of the City with the help of Private Equity Participation. Public Toilets in major Areas of the City must be considered. Safe Footpaths besides areas for City Bus parking. Replacing the City buses with Mini buses can also help in reducing Traffic congestion.

first of all some International level Hospitals. some National and International Institutions. a 24 hours Running Airport,Railway station with 95% national route and best Road and Highways to connect other cities. need best security systems and multi national corporate company with best local housing plans.

Solid Waste Management ,Affordable housing,SEZ,Employment opportunity,Public Transport, and most important an effective grievance cell at all major points in and around Rourkela. Airport and Railway division along with few National level institutes with couple of Medical colleges is must.

For smarter Rourkela,Panposh Station must be developed to a modern station.Now no basic facility is available here.Secondly there is no waiting hall at STI chowk,Vesaj Patel chowk,ITI chowk.These are main bus stoppages but cumuters facing problem while waiting for buses.waiting hall with facilities like toilet,drinking water,mobile charging are urgently required.
