Hon’ble Prime Minister Shri Narendra Modi addressed a webinar on implementation of Budget 2023-24 which has stood to be a youth-centric budget.
The budget focus on Apprenticeship training as it is one of the most sustainable model of skill development. The Hon’ble Prime Minister said, the new opportunities outlined in the budget will seamlessly integrate the ‘World of Education', the ‘World of Skills’ and the ‘World of Work’. And a milestone initiative towards creation of a more vibrant and participative apprenticeship training ecosystem in the country is the support that will be extended to 47 lakh youth in 3 years through Direct Benefit Transfer (DBT) under the pan-India National Apprenticeship Promotion Scheme (NAPS).

The key announcements in the Union Budget related to Apprenticeship are as follows and we seek ideas and suggestions from the public and other stakeholders on the same:

• NAPS-2 is a DBT scheme with the Government of India (GoI) support going directly to the bank account of apprentices instead of reimbursement to the establishment as in case of earlier version of NAPS. Thus, the Government will directly pay the apprentices 25% of the stipend payable up to Rs. 1,500 per apprentice per month on confirming the payment of establishment part of the stipend. The entire process of DBT will be hosted on the Apprenticeship Portal (www.apprenticeshipindia.gov.in) and there will be limited manual intervention execution of the scheme.

• One of the major changes proposed in the new scheme as compared to the earlier version is the introduction of DBT. The earlier scheme of NAPS was not supported by the feature of DBT which is transparent and a quick process. It will also overcome the delay in the reimbursement process to the establishments which was the major challenge in the previous version of NAPS. DBT offers comprehensive advantages such as identifying the leakages in financial disbursement under NAPS, formalizing the offline modes of stipend payment system, moving away from long delays from claiming reimbursements and most critically promotion of apprenticeship among youth thereby creating increased demand amongst candidate groups to choose apprenticeship as a skilling vehicle.

• The scheme has suitably addressed the concerns of industry by offering flexibility in curriculum development and imparting training under Optional Trades which are industry driven and dynamic in nature whereas, Designated Trades are more structured and follow a standardized approach to train the apprentices.

Namaste ji, Apprenticeship is a nice concept, but with extra and overloaded syllabus of mostly excess than relevant students are spending more time in class works. Hence, reduce the syllabus, put more Practical work. In a recent situation , witnessed students coming for short duration and asking for certification of Apprentice(INTERN) as if done for long duration. This is due to the work load of College / University and syllabus incomplete sufficient time is not given. Industry needs many young people but not as many Engineering student, we need students of Commerce, Arts, Science etc.. so they can take up other tasks like Accounting, production, hr, etc...where there is lot of shortage. Hence, kindly consider , ensure, just like HOLIDAYS / EXAMS, apprentice/intern is also scheduled and organised with proper guidelines and planning.

Apprenticeship cannot be done in easy way there are lot of difficulty in conducting apprenticeship training for student outside colleges in companies . Apprenticeship should be made compulsory in every institution . Most colleges apprenticeship for student is one week industrial visit in the final year . Many institution do not encourage this apprenticeship due to fake apprenticeship training given by companies on fees .Many company ask colleges to give money for senting delegates to Kerala for apprenticeship interviews as the company for three or four delegates travel expense , accomodation expenses and other expenses for coming to Kerala . With respect to this govt program on giving assistance for students in apprenticeship is helping colleges and students as this will reduce fake apprenticeship done for money and certificate on money . This program might help keralians to work in companies of other states also is helping students and many others in future

और गरीब लोगों को राशन कार्ड की जगह उन्हें एक सब्सिडी काट दिया जाए जिससे कि उन्हें जो भी खरीदे राशन या कुछ भी तो कुछ सब्सिडी प्रोवाइड हो इससे हो गए की गरीब कहीं से भी दुकान से राशन ले पाएगा

शिक्षा और स्वास्थ्य अगर फ्री हो जाता है उससे थोड़ी उन्नति हो सकती है क्योंकि सबसे ज्यादा कालाबाजारी इन्हीं में हो रही है
