Hon’ble Prime Minister Shri Narendra Modi addressed a webinar on implementation of Budget 2023-24 which has stood to be a youth-centric budget.
The budget focus on Apprenticeship training as it is one of the most sustainable model of skill development. The Hon’ble Prime Minister said, the new opportunities outlined in the budget will seamlessly integrate the ‘World of Education', the ‘World of Skills’ and the ‘World of Work’. And a milestone initiative towards creation of a more vibrant and participative apprenticeship training ecosystem in the country is the support that will be extended to 47 lakh youth in 3 years through Direct Benefit Transfer (DBT) under the pan-India National Apprenticeship Promotion Scheme (NAPS).

The key announcements in the Union Budget related to Apprenticeship are as follows and we seek ideas and suggestions from the public and other stakeholders on the same:

• NAPS-2 is a DBT scheme with the Government of India (GoI) support going directly to the bank account of apprentices instead of reimbursement to the establishment as in case of earlier version of NAPS. Thus, the Government will directly pay the apprentices 25% of the stipend payable up to Rs. 1,500 per apprentice per month on confirming the payment of establishment part of the stipend. The entire process of DBT will be hosted on the Apprenticeship Portal (www.apprenticeshipindia.gov.in) and there will be limited manual intervention execution of the scheme.

• One of the major changes proposed in the new scheme as compared to the earlier version is the introduction of DBT. The earlier scheme of NAPS was not supported by the feature of DBT which is transparent and a quick process. It will also overcome the delay in the reimbursement process to the establishments which was the major challenge in the previous version of NAPS. DBT offers comprehensive advantages such as identifying the leakages in financial disbursement under NAPS, formalizing the offline modes of stipend payment system, moving away from long delays from claiming reimbursements and most critically promotion of apprenticeship among youth thereby creating increased demand amongst candidate groups to choose apprenticeship as a skilling vehicle.

• The scheme has suitably addressed the concerns of industry by offering flexibility in curriculum development and imparting training under Optional Trades which are industry driven and dynamic in nature whereas, Designated Trades are more structured and follow a standardized approach to train the apprentices.

Distinctive Benefits :- 1 ) Saves precious time for employees in travelling to and fro daily between their residences and factories. 2 ) Because of the saved time, the employees get induced to innovate and can utilise the saved time to ensure that at least marginal improvements appear at their workplace. 3 ) Their children also shall be exposed more to nature and shall enjoy life. The children can ride bicycles and be accompanied by friends, feed animals and birds with great pleasure and play with fun. 4) Petrol would be saved as most of the employees would use motorcycles or scooters instead of cars. 5 ) Cost of living will be very low and fresh fruits and vegetables would be available and local cultivators' income would rise. 6 ) People will live pollution free atmosphere. 7 ) Local small businesses, labour services would expand resulting in a rapid rise in the income of the people living in smaller cities. 👏👏👏

The payed apprenship training program for 47 lacs youth should be given to those who are qualified for this training process . A candidate with higher degree should be given higher qualified apprenship training and lower candidate should be given lower grade apprenship program . Since there a lacs of unemployed youth in India , the selection of candidate should be done in different category . A driver or craftsman need be given apprenship training as his profession is a driver not a office or company job . Lacs and lacs of people are going abroad , so this apprenship training should help him to get jobs abroad . Many candidates are overage , these people should not given training in group . So the selection of candidate for this apprenship training program had to mandatory done so that this will benefit a lot of people who are eligible for this and not manipulate this selection process . It should develop a farmer to enterpriser or enterpreneur as to increase demand in market

Hi Modi ji I’m Ashwini, working women. Person on wheelchair. I’m grateful to you for making India so digitalisation. But one concern, for person on wheelchair. I’m conveying this behalf of differently abled people across India. Kindly make India as accessible country as well. Please. We differently abled can’t travel alone, can’t visit certain places as their is stairs. Everywhere steps. Even in visiting places there is steps. No wheelchair facilities. Nothing. Pls look into it Modi ji

In India the only organization that give apprenticeship training along with the job is Indian defense .In defense joining a boy joining army , navy , airforce after his school +2 studies joining army as soldier is promoted to higher ranks or skills and academic results while in job . Even in job the soldier become a officers or captain in army along with he become a Professional along with the apprenticeship given by army in colleges while in job make him a engineer or MBA while in job . So this apprenticeship studies benefited him to become a leader of 1000 of soldiers group in a army operation. This payed apprenship in army had made him fit for the army to become a officer or captain from the level of a soldier to command a company of solder in a camp or in a zone This benefit to 47 lac youth selected like in a army for 3 years benefit trainers , trainees & firm Cochin University of science & technology ship technology 3 to 5 year course is given to navy sea men for years
