Hon’ble Prime Minister Shri Narendra Modi addressed a webinar on implementation of Budget 2023-24 which has stood to be a youth-centric budget.
The budget focus on Apprenticeship training as it is one of the most sustainable model of skill development. The Hon’ble Prime Minister said, the new opportunities outlined in the budget will seamlessly integrate the ‘World of Education', the ‘World of Skills’ and the ‘World of Work’. And a milestone initiative towards creation of a more vibrant and participative apprenticeship training ecosystem in the country is the support that will be extended to 47 lakh youth in 3 years through Direct Benefit Transfer (DBT) under the pan-India National Apprenticeship Promotion Scheme (NAPS).

The key announcements in the Union Budget related to Apprenticeship are as follows and we seek ideas and suggestions from the public and other stakeholders on the same:

• NAPS-2 is a DBT scheme with the Government of India (GoI) support going directly to the bank account of apprentices instead of reimbursement to the establishment as in case of earlier version of NAPS. Thus, the Government will directly pay the apprentices 25% of the stipend payable up to Rs. 1,500 per apprentice per month on confirming the payment of establishment part of the stipend. The entire process of DBT will be hosted on the Apprenticeship Portal (www.apprenticeshipindia.gov.in) and there will be limited manual intervention execution of the scheme.

• One of the major changes proposed in the new scheme as compared to the earlier version is the introduction of DBT. The earlier scheme of NAPS was not supported by the feature of DBT which is transparent and a quick process. It will also overcome the delay in the reimbursement process to the establishments which was the major challenge in the previous version of NAPS. DBT offers comprehensive advantages such as identifying the leakages in financial disbursement under NAPS, formalizing the offline modes of stipend payment system, moving away from long delays from claiming reimbursements and most critically promotion of apprenticeship among youth thereby creating increased demand amongst candidate groups to choose apprenticeship as a skilling vehicle.

• The scheme has suitably addressed the concerns of industry by offering flexibility in curriculum development and imparting training under Optional Trades which are industry driven and dynamic in nature whereas, Designated Trades are more structured and follow a standardized approach to train the apprentices.

Budget has allocated funds for the Skill development for the youth and the leaders. Would like to coordinate and standardize the efforts. Would like to be part of an initiative which trains the youth to step in from academic to the work place in areas of grooming, interpersonal relationships, managing conflict and others. For the leaders in appropriate planning and handling teams with maintaining work life balance.

black money is money which generate & earn by saving tax by illegal methods, donations, burglary and insurance. Lot goods production without exise duty and GST sold in market in 2 no. Direct marketing and sale to customers from factory to customers without tax and rules & regulations. unorganized sectors like water, liquor, tobacco, Construction, land etc. Banking financial Scams and people donations to poor, without any conditions free, free, free schemes. Expiry goods and materials showing bad stocks & debts in firm.

Sir, i have a small idea to reduce a small amount of plastic waste in the area of advertisment and easily to manage from one place. The idea is a little bulshit by using hologram which works in day and night . We can upload ads from a software app easily. If it is done it will be a big breakthrough. There will be no much workload for works for displaying flex ads. The plastic waste will be really reduced and the over money can be used in the development of our country. This is also a bit harder startup plan...

आदरणीय प्रधानमंत्रीजी, युवाओं को रोजगार और व्यावसायिक क्षेत्र में प्रशिक्षण देने के लिए समय समय पर केंद्र और राज्य सरकार की ओर से बहुत सी योजनाएं चलती हैं, पर उससे युवाओं को कम लाभ मिलता है, प्रक्षिक्षण सेंटर चलाने वाले लोग ही ज्यादा लाभान्वित होते हैं। कौशल विकास प्रशिक्षण योजना के तहत प्रशिक्षण लिए हर युवा का डेटा सरकार मंगाए और ये पता करे कि उसकी योजना से प्रशिक्षण लेने वाले युवाओं को कितना फायदा हुआ है। जो युवा प्रशिक्षण लेकर भी कुछ नहीं कर पा रहे हैं, उनकी समस्याओं को जानने की कोशिश होनी चाहिए। बैंक लोन नहीं दे रहे हैं तो सरकार को सकारात्मक ऐक्शन लेना चाहिए। भारत में जिस तेजी से बेरोजगारी बढ़ रही है, उस तेजी से हम रोजगार नहीं दे पा रहे हैं। इसके कारण ढूंढने होंगे। सरकारी नौकरियां सीमित मात्रा में हैं। तनख्वाह देने के लिए भी पर्याप्त धन चाहिए। उसकी भी दिक्कत है। इसीलिए स्वरोजगार पर जोर देना ही एकमात्र विकल्प है। इस दिशा में सरकार के प्रयास बहुत अच्छे हैं, पर उसमें सुधार की गुंजाइश अभी काफी है। जयहिंद। जय भारत। वंदे मातरम।
