Hon’ble Prime Minister Shri Narendra Modi addressed a webinar on implementation of Budget 2023-24 which has stood to be a youth-centric budget.
The budget focus on Apprenticeship training as it is one of the most sustainable model of skill development. The Hon’ble Prime Minister said, the new opportunities outlined in the budget will seamlessly integrate the ‘World of Education', the ‘World of Skills’ and the ‘World of Work’. And a milestone initiative towards creation of a more vibrant and participative apprenticeship training ecosystem in the country is the support that will be extended to 47 lakh youth in 3 years through Direct Benefit Transfer (DBT) under the pan-India National Apprenticeship Promotion Scheme (NAPS).

The key announcements in the Union Budget related to Apprenticeship are as follows and we seek ideas and suggestions from the public and other stakeholders on the same:

• NAPS-2 is a DBT scheme with the Government of India (GoI) support going directly to the bank account of apprentices instead of reimbursement to the establishment as in case of earlier version of NAPS. Thus, the Government will directly pay the apprentices 25% of the stipend payable up to Rs. 1,500 per apprentice per month on confirming the payment of establishment part of the stipend. The entire process of DBT will be hosted on the Apprenticeship Portal (www.apprenticeshipindia.gov.in) and there will be limited manual intervention execution of the scheme.

• One of the major changes proposed in the new scheme as compared to the earlier version is the introduction of DBT. The earlier scheme of NAPS was not supported by the feature of DBT which is transparent and a quick process. It will also overcome the delay in the reimbursement process to the establishments which was the major challenge in the previous version of NAPS. DBT offers comprehensive advantages such as identifying the leakages in financial disbursement under NAPS, formalizing the offline modes of stipend payment system, moving away from long delays from claiming reimbursements and most critically promotion of apprenticeship among youth thereby creating increased demand amongst candidate groups to choose apprenticeship as a skilling vehicle.

• The scheme has suitably addressed the concerns of industry by offering flexibility in curriculum development and imparting training under Optional Trades which are industry driven and dynamic in nature whereas, Designated Trades are more structured and follow a standardized approach to train the apprentices.

Honarable PM ji Namaskar, According to many economic Nobel Laureates land investment, power , labour can't work with out Knowledge . Leaders or policy makers should give top priority for Knowledge or intangible cultural heritage expressions which are under apprenticeship .we have many necessities and many practices but I am unable to present life Knowledge to the nation all these are due to ignorance are negligence causes we lost our traditional knowledge on Perpetual motion machines that became a bane to the world with global warming and destroying humanity and nature.should it continue or can we change ? let us think before we act and conclude Knowledge protection should be our first priority or else we loose our independence and become followers. always is not acceptable.Enstein said work, work, work is the development . but it should be smart and needful emergent . It is always in Knowledge.let us give top priority for Knowledge and protect and conserve it . protect Knowledge TQ

The National Education Policy of 2020, had acknowledged that skills are integral to education and vice versa. However, implementation of the policy on various aspects has remained as Achilles' heel due to numerous external factors. To bridge the skill gap that exists today, facilitating on-the-job learning over just academic education or just skill training is a fundamental quadrant of the Skilling Revolution 5.0.

India as a key participant in this initiative and home to a large youth population bears the grave responsibility of expanding opportunity to enhance social mobility of our people. We as a nation must embark upon a mission to correct the downward economic spiral to make our youth employable. While many cohesive steps have been taken to augment upskilling and education, what we need today is a Skilling Revolution 5.0.

1) Awareness Campaigns - Conducting campaigns through social media, television, radio & other mediums 2) Colloboration with industries - Partnering with industries & employers & design apprenticeship programs. This programs should cater to their specific needs & demands 3) Mentorship & Support - Providing mentorship for smooth transition from schools, colleges & educational institutions to the world of work. For this mentorship programs can be developed, counselling & guidance & soft skills trainings can be done 4) Simplifying apprenticeship registeration process - Make it simple both for apprentices & employers & more accessible by using technology. Provide online registeration & tracking of apprenticeship programs 5) Incentives for employers - Provide incentives like tax breaks & other financial benefits to employers who hire apprentices. This will encourage employer world & more opportunities for youth will be created

I really appreciate the schema. I followed the link and tried to find out apprenticeship and got few. 2. The complete approach seems to be very good but site apprenticeship.gov.in need to be more friendly. 3. Being a technical person involved in the field for around 38 years, I would like to suggest the following: a. The scope of apprenticeship need to widened and 100% of the Indian industries should participate with 1% of the strength should be compulsorily earmarked to apprenticeship. b. The apprenticeship 3/6 months could be made compulsory for ITI, DIPLOMA or B Tech students similar to medical students who get practical exposure during internship. c. This would broaden the vision and knowledge and the industry could evaluate the skills, capabilities and knowledge and decision making in selection or creating database for prospective employees would become easy. D. The students would also get an opportunity to examine her/his knowledge and enhance in related subject and skill.
