Hon’ble Prime Minister Shri Narendra Modi addressed a webinar on implementation of Budget 2023-24 which has stood to be a youth-centric budget.
The budget focus on Apprenticeship training as it is one of the most sustainable model of skill development. The Hon’ble Prime Minister said, the new opportunities outlined in the budget will seamlessly integrate the ‘World of Education', the ‘World of Skills’ and the ‘World of Work’. And a milestone initiative towards creation of a more vibrant and participative apprenticeship training ecosystem in the country is the support that will be extended to 47 lakh youth in 3 years through Direct Benefit Transfer (DBT) under the pan-India National Apprenticeship Promotion Scheme (NAPS).

The key announcements in the Union Budget related to Apprenticeship are as follows and we seek ideas and suggestions from the public and other stakeholders on the same:

• NAPS-2 is a DBT scheme with the Government of India (GoI) support going directly to the bank account of apprentices instead of reimbursement to the establishment as in case of earlier version of NAPS. Thus, the Government will directly pay the apprentices 25% of the stipend payable up to Rs. 1,500 per apprentice per month on confirming the payment of establishment part of the stipend. The entire process of DBT will be hosted on the Apprenticeship Portal (www.apprenticeshipindia.gov.in) and there will be limited manual intervention execution of the scheme.

• One of the major changes proposed in the new scheme as compared to the earlier version is the introduction of DBT. The earlier scheme of NAPS was not supported by the feature of DBT which is transparent and a quick process. It will also overcome the delay in the reimbursement process to the establishments which was the major challenge in the previous version of NAPS. DBT offers comprehensive advantages such as identifying the leakages in financial disbursement under NAPS, formalizing the offline modes of stipend payment system, moving away from long delays from claiming reimbursements and most critically promotion of apprenticeship among youth thereby creating increased demand amongst candidate groups to choose apprenticeship as a skilling vehicle.

• The scheme has suitably addressed the concerns of industry by offering flexibility in curriculum development and imparting training under Optional Trades which are industry driven and dynamic in nature whereas, Designated Trades are more structured and follow a standardized approach to train the apprentices.

Apprentices are welcome to have their monthly stipend directly deposited into their bank account.Government and Apprentice Training Institutions should jointly provide incentives without due delay. Apprentices are selected to develop their skills and move on.Apprentices are trained by staying in other cities.They have monthly expenses.Contribution of government and corporates should reach without delay.Trade .Apprentice training should be allowed only to companies which are continuously doing trade related works and projects.After selecting them for pride, many companies are engaging them in other trades and other tasks. This has to stop.Trade related training period is very important for every youth. It is not only the youth but also the country's economy that is affected by the situation where they can easily move through their days like school.

Through their company It is doubtful whether the training institutes are investigating the benefits of the training in the lives of the youth.No organization maintains any data whether they got employment in any organization or started self-employment after training. This shows that the company does not care about the youth.Apprentice providing company should inform the government annually about the employment generated through their training (Government & Private) Entrepreneurs.Central government should conduct a survey of youth who have completed Apprenticeship after Skill India scheme. Identify ineligible & non-eligible companies and exempt those companies from training Apprentices.Trainings that do not develop an entrepreneurial & work-oriented attitude are waste . On the one hand the government provides financial contribution and on the other hand the companies provide training in a disinterested manner. This has to change

1. Audit the institutes giving training and keep vigilance on audit personnel. 2. Decrease interference of AIS and their staff. 3. The training should have large component of manufacturing sector like precision equipments. Even microscopes are being imported in India while this technology (electron etc.) is decades old. 4. Target villages and poor, not developed areas and people. This can lead to empowerment from ground level. 5. Try to finish casteism and inequality through skill development. 6. Most ITI, Polytechnic or training institutes are in bad condition and their certificates have no value. Focus on quality and instructors capabilities and recruitment.

Student apprenticeship & payment like part time job will divert student and colleges concentration on studies to jobs as there will be a target to every job that will affect the academic studies that will lead student to score low marks and some time lead to failure in exams . As the apprentice ship contract can lead to lot of money expense on student and some time out of syallabus part time jobs , this mode of education can even raise course expense along with the course fee and may not benefit the student studies is going to be extra burden over students not even getting pass marks , average marks and jobs as the govt plan and many student stop the studies due to high fee and high apprenticeship work out of syallabus of no use . Apprentice ship can be done after course can be useful., Other wise this will increase the course fee. The new mode of education should allow overseas University nto open colleges in India

But sadly neither govt nor officials nor courts are serious about it. Unease of doing business in Indi is at peak. Your IAS cadre has failed India as red tapism and harassment is a daily phenomenon for businesses. Please for God’s sake do something against corruption. On one hand it’s too difficult to earn through business and on other hand bribes are too painful. But do we have any choice?

Our country is going through a major infrastructure developememt. Thanks to PMs vision and determination. But what we lack is beautifucation of cities and tourism locations . I mean we desperately need to work on the sculptures , art installations around our country. They just dont have to be only statues of legends it can be beautiful well thought art creations. The city ( thane) I stay in is totally spoiled by over painting of walls with gaudy color , which is eyesoar for people. It looks like a task without any thought process for art. I work very closely with mahor real estate clients for their art related scopes. I plead you to please make me partbof the initiative in beautifucation process mainly for sculptures , murals , art installations around our country so that it looks neat and not over done withiuot any thought by some government official. We need to create a team.

This budget is skilled oriented budget for produce skilled man power for industry .government has taken many steps for apprentice policy . 1A national apprentice policy should be formed for promote training activity . 2 It should be compulsory for all school and college for develop skill. 3 A national apprentice portal should be launched for enrolled Scholl going student .all activity should be online for maintain transparency 4 Financial stipend should be increase and according to their apprentice work . 5 All industry should be registered for apprentice work.
