Hon’ble Prime Minister Shri Narendra Modi addressed a webinar on implementation of Budget 2023-24 which has stood to be a youth-centric budget.
The budget focus on Apprenticeship training as it is one of the most sustainable model of skill development. The Hon’ble Prime Minister said, the new opportunities outlined in the budget will seamlessly integrate the ‘World of Education', the ‘World of Skills’ and the ‘World of Work’. And a milestone initiative towards creation of a more vibrant and participative apprenticeship training ecosystem in the country is the support that will be extended to 47 lakh youth in 3 years through Direct Benefit Transfer (DBT) under the pan-India National Apprenticeship Promotion Scheme (NAPS).

The key announcements in the Union Budget related to Apprenticeship are as follows and we seek ideas and suggestions from the public and other stakeholders on the same:

• NAPS-2 is a DBT scheme with the Government of India (GoI) support going directly to the bank account of apprentices instead of reimbursement to the establishment as in case of earlier version of NAPS. Thus, the Government will directly pay the apprentices 25% of the stipend payable up to Rs. 1,500 per apprentice per month on confirming the payment of establishment part of the stipend. The entire process of DBT will be hosted on the Apprenticeship Portal (www.apprenticeshipindia.gov.in) and there will be limited manual intervention execution of the scheme.

• One of the major changes proposed in the new scheme as compared to the earlier version is the introduction of DBT. The earlier scheme of NAPS was not supported by the feature of DBT which is transparent and a quick process. It will also overcome the delay in the reimbursement process to the establishments which was the major challenge in the previous version of NAPS. DBT offers comprehensive advantages such as identifying the leakages in financial disbursement under NAPS, formalizing the offline modes of stipend payment system, moving away from long delays from claiming reimbursements and most critically promotion of apprenticeship among youth thereby creating increased demand amongst candidate groups to choose apprenticeship as a skilling vehicle.

• The scheme has suitably addressed the concerns of industry by offering flexibility in curriculum development and imparting training under Optional Trades which are industry driven and dynamic in nature whereas, Designated Trades are more structured and follow a standardized approach to train the apprentices.

cont-- on the subject than why only apprenticeship that the clear answer is it help people to gain new knowledge, skills and behaviours so they can improve their competency in an occupational role. In this an employer can get good employees after this and this can help the employer to raise the business or grow their business according to their wish to earn more profits. This is one of the best part where Government of INDIA has taken decision to compile the actual difference among them so that a time comes after completing the apprenticeship properly the skill gap will be perfect, staff retention and loyalty will be there, if there is a good progress in business than financial support from the government can take place, and after that productivity and profits can be seen according to the slab and targets allotted. And than only the employer can have a great faith of revitalization of the company is possible from one end to another with a great value and remarkable work and words.

It is not a disturbing co-incidence that stirs my amazements on this holy occasion to commemorate one of the most important landmark of INDIA'S one of the remarkable front foot implementations on the budget initiatives augmenting Apprenticeship in India. Before proceedings with further information first of all we have to know the actual depth of this apprenticeship and what this apprenticeship defines? Actually, this is a paid job for those employees or candidates who get job on behalf of the company or the Government where he or she is paid for the job, where the employee learns and gains valuable experiences. Alongside on-the-job training, apprentices spend at least 20% of their working hours completing classroom-based learning with a college, university or training provider which leads to a nationally recognised qualification. Here are some ways in which the new budget initiatives will help in implementing apprenticeships in India: Increased Funding: The budget has allocated more funds towards apprenticeship training, which will help in increasing the number of apprenticeships available across different sectors. This will also help in improving the quality of training provided to apprentices. Promoting Industry Participation: encourages industry participation in apprenticeship programs. The government will provide financial incentives to companies that hire apprentices, which will encourage more companies to participate in the program. Strengthening Training Infrastructure: The government will establish a National Apprenticeship Promotion and Scheme (NAPS) portal, which will provide information about apprenticeship opportunities, facilitate the online application process, and enable employers to provide feedback on the training provided.

Honarable Prime Minister Sir, Yes, I have a suggestion for implementing budget session. 1) In Budget We free the Tax till Seven lakh annual Income but some controversy are running because of this no other benefit will implementing like 80 C tax benefit, and insurance, mediclaim, Loan benefit on Tax. but this kind of benefit to focusing nation development. 2) For PVT LTD Company, all kind of funding will take atleast 2 years of running & Startup fund will provide on unique idea but how we can underestimate the common Idea which work in unique way. The funding is required in the beginning for stables the business once business is running its generate own. 3) Some beneficial schemes to those business who shift to village's for the development of nation by grooming village's to International tourism.

Apprenticeship is leadership of future. Administrators at District & sub district may implement through Motivational talks , Posters & release in vernacular media. Open Apprenticeship desk from Block level to Colector level to push the implementation of the Same through assistance of corporate social responsibility & volunteers from public as a part time contract supervision. Time bound & enactment at base level.

The AMC noted that both from a cyclical and structural perspective, India seems to be better placed vs the rest of the world due to policy reforms in the recent past, government led capex focus, stronger corporate.
