Hon’ble Prime Minister Shri Narendra Modi addressed a webinar on implementation of Budget 2023-24 which has stood to be a youth-centric budget.
The budget focus on Apprenticeship training as it is one of the most sustainable model of skill development. The Hon’ble Prime Minister said, the new opportunities outlined in the budget will seamlessly integrate the ‘World of Education', the ‘World of Skills’ and the ‘World of Work’. And a milestone initiative towards creation of a more vibrant and participative apprenticeship training ecosystem in the country is the support that will be extended to 47 lakh youth in 3 years through Direct Benefit Transfer (DBT) under the pan-India National Apprenticeship Promotion Scheme (NAPS).

The key announcements in the Union Budget related to Apprenticeship are as follows and we seek ideas and suggestions from the public and other stakeholders on the same:

• NAPS-2 is a DBT scheme with the Government of India (GoI) support going directly to the bank account of apprentices instead of reimbursement to the establishment as in case of earlier version of NAPS. Thus, the Government will directly pay the apprentices 25% of the stipend payable up to Rs. 1,500 per apprentice per month on confirming the payment of establishment part of the stipend. The entire process of DBT will be hosted on the Apprenticeship Portal (www.apprenticeshipindia.gov.in) and there will be limited manual intervention execution of the scheme.

• One of the major changes proposed in the new scheme as compared to the earlier version is the introduction of DBT. The earlier scheme of NAPS was not supported by the feature of DBT which is transparent and a quick process. It will also overcome the delay in the reimbursement process to the establishments which was the major challenge in the previous version of NAPS. DBT offers comprehensive advantages such as identifying the leakages in financial disbursement under NAPS, formalizing the offline modes of stipend payment system, moving away from long delays from claiming reimbursements and most critically promotion of apprenticeship among youth thereby creating increased demand amongst candidate groups to choose apprenticeship as a skilling vehicle.

• The scheme has suitably addressed the concerns of industry by offering flexibility in curriculum development and imparting training under Optional Trades which are industry driven and dynamic in nature whereas, Designated Trades are more structured and follow a standardized approach to train the apprentices.

The following are some ideas for the implementation of these budget initiatives: Strengthening the National Apprenticeship Promotion Scheme (NAPS): The NAPS is a flagship scheme of the Government of India aimed at promoting apprenticeships. To augment apprenticeship in India, the government can strengthen this scheme by increasing the budget allocation, simplifying the application process, and expanding the scheme's reach to cover more sectors. Encouraging Public-Private Partnerships (PPP): The government can encourage PPPs in apprenticeship programs by offering tax incentives or other benefits to private companies that participate in such programs. This would create more opportunities for apprenticeships in the private sector, which is a critical sector for employment generation in India. Focusing on Skill Development:

𝗕𝗨𝗗𝗚𝗘𝗧 : A budget is the total estimated costs for an organization to achieve its objectives, given planned expenditures on products or services, within the set time frame. 𝗜𝗠𝗣𝗟𝗘𝗠𝗘𝗡𝗧𝗔𝗧𝗜𝗢𝗡 𝗢𝗙 𝗕𝗨𝗗𝗚𝗘𝗧 : The implementation of a budget is the responsibility of the budget director. The success of the entire exercise of budgeting depends on two important factors -: (1) First, proper and clear communication to all key people involved in the implementation of the budget. (2) Second, cooperation and encouragement from the top management in achieving the budget targets. The company's leading managers and executives should be willing to reward people who meet budget goals. Thanking you

1. Increase funding for the Apprenticeship Promotion Scheme, which provides financial incentives to employers to take on apprenticeships. 2. Implement tax credits for employers who hire apprentices, and extend this benefit to small and medium sized businesses. 3. Provide incentives for employers to provide on-the-job training for apprentices, such as reduced corporation tax rates or additional grants. 4. Set up a national apprenticeship platform to facilitate the recruitment of apprentices by employers. 5. Expand existing apprenticeship programs to include more skilled trades, such as engineering and technology, which have traditionally been difficult to fill. 6. Create a flexible system for apprenticeships that takes into account the different working patterns of those in the gig economy.

In the Hindu / every undivided family appears some well economical standard positions + low number children & some illiterate + higher children ; few handicapped, some abilities less persons have chances : then in the family whose is earning persons / families speaks against their grand parents / grand admin parents no equality shows by you I separates from the family / I divides goes away from the family : so the families their subject is different every home like a "Mahabharata" But country is different , inequalities are natural, in the some subjects who is appears as backward those has skills, strength in some subjects ,. but in another subjects those are week So all of the federal states don't have rights to speaks against nation nation is not equal to like a family members mode NATION IS FIRST for problems solutions, problems decrease purpose in some points of view "equality" is must co operation must to all "Equalise" theory ; budget allotments ..

Sir, There are 2 sides to promoting apprenticeship program at large scale... Corporate view: Apprenticeship program demand from corporates is to reduce the cost of labor, students with latest technology can give more time to work as they are young and have less of family burden, young students can address demand for new technology... Society, employees view: 1. Apprentice receive very less compared to an employee. therefore, it could lead to its exoloitation. 2. Moreover, it will lead to job loss of skilled labor or lack of opportunity for semi skilled but, experienced labor because, he/she will demand more salary..this will create unemployment at middle age level workers with family.... 3. Risk of red mark on certificate of apprenticeship will force him/her to be like a bonded slave of employer.. Hope you will keep these points and create an environment conducive for skill development and job creation..

Govt. Apprenticeship Incentive Programs Idea for implementation of budget initiative for augmenting apprenticeship in India One potential initiative to augment apprenticeship in India could be to create a government-funded program that incentivizes small and medium-sized businesses to hire and train apprentices. The program could be designed to target specific industries or sectors that are in need of skilled workers, such as manufacturing, technology, healthcare, or construction.

Dear PMO, This request is in regards to the very first step of WOMEN EMPOWERMENT. I have a idea which can be beneficial for tax payer and Women (Mothers). There can be a new section for all to save tax upto 60,000 Rs by donating that amount into mothers account every year. This way every mother who works or not will receive a basic amount of around 5000 Rs per month which will also save tax for the tax payer. This idea might be at a very initial level and need much more thoughts to refine it. I request you to give a though on this idea. To all the lovely mothers who have loved us unconditionally.
