The e-Committee, Supreme Court of India envisages a judicial system that is more accessible, efficient, and equitable for every individual who engages with the justice delivery system. The right of access to justice, guaranteed under Article 21 of the Constitution encompasses the right to access live court proceedings.

To imbue greater transparency, inclusivity and foster access to justice, the e-Committee has undertaken the project of live streaming of court proceedings on priority. This will enable access to live court proceedings, including on matters of public interest to citizens, journalists, civil society, academicians, and law students on a real-time basis, which was not otherwise possible owing to geographical, logistical, or infrastructural issues.

The e-Committee, Supreme Court of India invites inputs, feedback, and suggestions on the Draft Model Rules for Live-Streaming and Recording of Court Proceedings.

Proceedings should be recorded on camera for the public and should be available to them (except where confidentiality required by law). Matters which pertain to the public at large, especially the important constitutional law matters of HC and SC should be live streamed on the television channel of the Supreme Court. This way the general public, law students and children will be aware of how the Supreme Court proceeds and they will also be aware of the justice system that protects their rights.

Reference to Words and Expressions: Words and expressions used and not defined in these Rules shall have the same meaning as assigned to them by the law for the time being in force, including the Information Technology Act 2000, CPC, the CrPC, Indian Evidence Act, 1872, and the General Clauses Act, 1897.

In case the judge concerned on the Bench is desirous of opting out of Live-streaming while dictating the order/oral judgment, Live-streaming will be paused during that period. In such circumstances, the monitors will display a message: “Order-dictation in progress”. Likewise, when the Bench rises for recess or otherwise, the Live-streaming will be paused, and the monitor will display the message: “Court not in-session”.

Objections, if any, to Live-streaming may be raised at the time of institution of the case or any later stage. The final decision in that behalf shall be of the Bench. i. Objection to Live-streaming, if any, shall be raised by the party by filing the form prescribed in Schedule I. ii. A person objecting to Live-streaming at a later stage, shall do so by filing the form prescribed in Schedule II.

Whereas to imbue greater transparency, inclusivity and foster access to justice, it is expedient to set up infrastructure and the framework to enable live-streaming and recording of Proceedings. These Rules are framed by the High Court of *Judicature* in the exercise of powers under Article 225 or relevant statute where applicable, and Article 227 of the Constitution of India.

Respected e-committee of Supreme court, I would like to suggest that live recordings during the procedure of court is the part of right access to justice,Given the technological strides made in every possible field of work, While the courts are now opting for digitisation, with online records of all cases, a provision for filing FIRs online, an automated system of case rotation, etc., E court of SC will be very beneficial of every citizen
