In order to engage with the stakeholders and invite comments from the public at large, the Department of Revenue has decided to make available the proposed amendments in CGST Act, 2017, IGST Act, 2017 and the GST (Compensation to States) Act, 2017 in the public domain. The draft proposals for amendments can be seen here. You are invited to submit your comments/feedback on the draft proposals for amendments through this discussion on MyGov.in. To facilitate the analysis of the comments / feedback, you are requested to add a hashtag to your comments. The hashtags should be added using the following scheme:

Use the hashtag #AmendmentSrNo1 for comments pertaining to amendment detailed at serial no.1 of the draft proposals,#AmendmentSrNo2 for comments pertaining to amendment detailed at serial no. 2 of the draft proposals, etc.

In case you have more than one suggestion to offer, you may find it convenient to type out your comments in a separate document, with hashtags specifying the Serial No. for which the comments are being given.

Sir, Only request is that Govt should give one time amensty to person who have out of Initial confusion or as the receiver's coercion got registered for GSTIN. Even though their turnover was below taxable Limit i.e. 20 Lacs There many who have not filed returns thereon , as they were ignorant of the GST laws or any law for that matter. You know how ignorant the layman would be. Please help them. Regards Divakar Pujari

The idea of TCS on e commerce operators is discriminatory in nature.When the sellers operating through e commerce operators provide Tax Invoices to customers so slapping TCS on e commerce operators is a regressive step increasing compliance cost of e commerce operators and also financial burden for sellers.Increasing tax collection is right of Indian Government but when tax is being collected through GST ,slapping TCS on a particular class that is E commerce operators is unjust and unfair.

Opinion: 1) I think gst should be increased on export and import. Due to this companies would first give first preference to selling or giving service in india and then will do export. Due to increase in gst for import there would not be much gap in import-export and impact economy. Benefit of this would first priority india then rest of world. 2) Decrease gst on essential or daily used or needed products. This will increase a bit demand for some goods which will increse indian market size.

“a registered person may, .., issue a revised invoice against the invoice already issued during the period beginning with the effective date of registration till the date of issuance of certificate of registration to him; - Sec. 31(3)(a) “invoice” or “tax invoice” means the tax invoice ..." - sec. 2(66) How can a person issue invoices (read tax invoices) during the period, when he has not even applied for his registration?

law is common sense. but it has become so difficult that a skilled professional gets confused.for small businessmen who are adequately educated it is difficult. need is to increase the theshhold limit for registration for special category states as the business opportunities are limited here. Give consideration to travel industry that is suffering a lot due to GSt.As in India inland tourism is Purely Holiday business for small players, it is unjust for them to be treated at par with Big Players.

The withdrawal of Reverse Charge mechanism is a very welcome step which will protect small businesses under Rupees 20 lac turnover.It was a much needed action.I am deeply thankful to Indian Government.It shows that Indian Government is open to rectification in GST laws as required on the practical implementation ground.Removing Reverse charge mechanism is a big win for small businesses who cannot afford to hire accountants for filing GST returns out of their meager income.
