TRAI Invites Suggestions for Consultation Paper on Allotment of spectrum to Indian Railways for Public Safety and Security services

Department of Telecommunications (DoT) through their letter dated 27th February 2019 has informed that Indian Railways has proposed to install an Ultra-high-speed LTE based communication corridor along their network for Train-Ground and Train-Train communication. In this connection Indian Railways has requested DoT to reserve 15 MHz of spectrum in 700 MHz band for the purpose and to begin with 10 MHz to be allocated free of cost as the proposal is devoid of any commercial gain, but only for enhancing security and passenger amenities. Through the said letter, DoT has also requested TRAI to provide recommendations on administrative allotment of spectrum to Indian Railways and the quantum, price, appropriate frequency band (including 450-470 MHz band) and any other related issue.

A Consultation Paper on “Allotment of Spectrum to Indian Railways for Public Safety and Security Services” has been released to discuss the issues involved. Written comments on the issues raised in the Consultation Paper are invited from the stakeholders by 22nd July 2019 and counter-comments by 5th August 2019.

Indian Railways is priide of our nation. Millions are depending on it for travel, business, pilgrimage or other social activities. Many initiatives have been taken to improve the ease of traveling across our nation. I find ease of traveling is part of ease of living in the country. Economically also Ralways play a major role eqvivalent toagriculture.Naturally Safety is the most important aspect of this connectivity. There is no alternative than to allocate since it is a preventative action.

1. Arrangements for all (children, aging, specially able) to travel with comfort. 2. Issue pass (student, retired, general public..). 3. Online booking or mobile app for train tickets. 4. Sufficient light and CCTVs everywhere. 5. More female security personnel and railway police. 6. Connect all small and big stations. 7. 24 hours train connectivity throughout the country ( Kashmir to Kanyakumari, Arunachal/Nagaland to Goa). 8. A nationwide spider map of rail connectivity.

Allotting spectrum to Railways is a good initiative, but all good initiatives are defined by good implementation and ultimate benefit to the public. To achieve that end the Government may: 1. provide real time information on train movement 2. GPS tracking of train should be made available by a dedicated APP 3. WiFi services should be made available in the train for all categories of passengers Ultimately what will define the initiative is good delivery and premium service.

Safety is the first priority. While the number of accidents has gone down over the last few years, the number still remains over 100 accidents a year. Here is a list of some of the necessary steps which need immediate attention. 1. Elimination of unmanned level crossings 2. Construction of road over bridge, road under bridge, subways and fence 3. More efficient and self-reliant railway stations 4. Track renewals and audit of railway bridges 5. LHB design coaches and Foot over bridges

Railways need a separate dedicated satellite for their operations with transponders dedicated to 1. Traction 2. Safety 3. Ticketing 4. Surveillance 5. Re & D 6. Telecommunication 7. Establishment 6. Signalling 7. GPS link may be provided 8. The balance spectrum in the satellite may be sold for the services and other amenities like shopping malls, QUBE theatres, Training and personnel services in a PPP Model. For the time being it is better fix a benchmark price for the spectrum.

1. Please make all the platforms and railway stations digital. All the information of train coach/birth should be available on platform indicators. 2. Level all the train doors and platforms. Its very hard to board or get down from the train. 3. Increase the cellular connection range between two stations. 4. Please install digital indicators inside the train coach to indicate which is the next station. These are very basic requirements but are the most needed as of now.

I want the train to be beautiful outside and inside. To keep the train clean, dustbins should be inside the train. All notification messages must be within the train. There must be all the necessary facilities inside the train. All safety arrangements should be made within the train, which makes the journey easier and safer. Best wishes for new achievement.
