The growth of Internet penetration in India and realisation of its full potential is closely tied to the proliferation of broadband services. WLANs created using Wi-Fi technology can be used for extending the "last-mile connectivity" of broadband connections to a wider segment of users. Wi-Fi networks can offer affordable, scalable and versatile technologies that can facilitate the spread of Internet access in rural and urban areas alike.

It is felt that Wi-Fi hotspots can be proliferated in every nook and corner of the country and it should be possible to set up such hotspots by shop owners and unemployed youths. Such a model will work much like a Public Call Office (PCO) with the advantage that the operator of the Wi-Fi hotspot will not be serving the customer physically as all the transactions will happen electronically. ISPs will also be encouraged as there will be an increased consumption of data by the public. The model will also provide a boost to generation of employment in the country.

The objective of this Consultation Paper (CP) is to examine the need of encouraging public Wi-Fi networks in the country from a public policy point of view, discuss the issues in its proliferation and find out solutions for the same.

In this paper, “public Wi-Fi networks” has broader meaning and not limited to the Wi-Fi hotspot created by licensed TSP/ISP at public places. There could be small entrepreneurs or even a very small entity which would like to participate in common and shared Wi-Fi network for larger public use.

The CP raises the issues of various regulatory/licensing or policy measures required to encourage ubiquitous city-wide Wi-Fi networks as well as expansion of Wi-Fi networks in remote or rural areas. The CP also touches upon interoperability between the Wi-Fi networks of different service providers as also between cellular and Wi-Fi networks, frequency bands, payment and authentication procedure to access Wi-Fi.

Sir, I am an approved CCTV Engineer from Dubai and Ras Al Kaimah ,as per my view broadband network is very week in cities and rural areas. All gov offices should be connected with dedicated OFC network, installed with IP Cctv system. Centralized monitoring stations in district HQ , state capitals. Offices still in manual entry should be fully computerized with central software solution. Broadband network will helps. All bus stations, metros should be wifi and hotspot features. Street monitoring

wi-fi connectivity even in remote places will reduce crime as SOS through hotspots can assure faster reach of rescue to the needed as wifi locations can be saved and accessed via maps. road traffic will also come down as real time monitoring of traffic via smart systems help public to avoid busy roads which resolves issues like traffic overflow on a particular road.

proliferation of broadband through public wi-fi networks is a very good initiative as it would realize the dream of corruption free digital India as more services can be served to public through hassle free online services. data should be provided free for public accessing govt sites as it will encourage public to connect more to the govt and have to undergo less paper work, this in return saves lot of costs to both public and government.

As I think Public wi-fi should be provided, but in limited space only like Bus-Stand, Railway Station, libraries and Rural village Computer centre with some restriction like free internet calls, Unethical videos, Anti nationalism videos and many more. Special feature: speed of the wi-fi should vary depending on the type of surfing, Educational or governmental website- high speed, & Entertainment websites- Low Speed.

dear sir, Reliability and connectivity speed should be of high quality. In user interface it should be a one portal only to whom user pay and get the services.It should be same in all india level. Different operator may get revenue back end but user should only have to deal with one common person for services. It should be at very cheap say 50 gb in 100/-rs or 10gb in 10 rs/- so that everyone can use it. Higher cap may be kept say 100 gb per month usage in concessional rate.

There are only assurances from all the service provider who boast of high speed services but are failing in providing basic facilities. They talk of infrastructure development to cater to the need of rural areas of country but they are over booked to their present urban clients who starve as the system is inadequate to meet the demand. What to talk of BSNL and MTNL even other private players don't care as they also want extract maximum from public with minimum efforts. We are looking for Gov wif
