शहर का विकास ग्रामीण विकास से ही सम्भव है अतः सरकार का प्रथम प्रयास ग्रामीण क्षेत्र ही होना चाहिए और उसमें सबसे पहले शिक्षा की जरूरतों को पूरा करना होना चाहिए। ग्रामीण स्तर पर इच्छुक युवाओं को आगे बढ़ने के लिए प्रोत्साहित करना चाहिए कि वे इस दिशा में अपना योगदान दें। लेकिन आज की एक मूल जरूरत है पैसा। तो इस बात का भी ध्यान रखते हुए उन्हें जीवन यापन का जरिया भी दिया जाए। यह युवा दल सरकार के अधीन सिर्फ सेवा भाव से काम करे, इसका ध्यान रखना बेहद जरूरी है। किसी पद की लालसा से नहीं।

शहरी क्षेत्र में जिस तरह बिजली चोरी पर लगाम लगाई गई है, वही लगाम ग्रामीण क्षेत्र में बेहद जरूरी है। बिजली चोरी के साथ साथ बड़े स्तर पर उसका दुरपयोग किया जा रहा है। जहाँ जांच करने न तो कोई अधिकारी आता है न ही विभाग की तरह से कोई अच्छे प्रयास किये जाते हैं। अगर इस तरफ ठीक से देखा जाए तो बहुत कुछ बदला जा सकता है। ईमानदार आदमी तब तक है जब तक उसे कोई देख रहा वरना मौका मिलते ही वह अपना रंग दिखा ही देता है। इस सब के लिए शहरों की तरह केवल कंनेक्सन के साथ बिजली मीटर से जोड़ा जाए। विभाग के लोग जांच भी करें।
