Only the state should have wisdom and know that coal is priridad for life and municipalities and large businesses must sell and distribute coal without making money. So distribution helps sell other products benefactor trade that is delivering very low value coal as promoting sales of other goods. Another alternative is to use cow manure to make methane gas digesters in small and very simpes as is.----edg1950@hotmail.com

First of all set the house in order at CIL & its subsidiaries. The Grade for which they charge and the actual grade supplied is different. CIL & its subsidiaries should charge for the actual grade supplied and not as per what they declare. Plug this first. Let the plants located nearby the mines get the coal from those areas which will reduce their logistics cost and thereby their total cost of production will come down and result in cheaper prices to consumers.

Major problem with government company mines is the coal extraction and transportation clause which entitles EX- DEFENCE personal exclusive rights. These retired personals are not interested in doing the job themselves and sell / contract these rights to contractors. Here the problem start. This starts a cycle of over invoicing and pilfering a cover-up operation for failures. Look into that aspect your problems will fall apart.
