Hon’ble Prime Minister Shri Narendra Modi addressed the Webinar to detail a roadmap for effective implementation of the provisions related to Power and Renewable Energy Sector in the Union Budget 2021-22.

The panellists of the Webinar shared their insights and provided inputs related to putting in place the framework to give consumers alternatives to achieve from among more than one distribution companies.

The key announcements in the Union Budget related to Power and Renewable Energy Sector are as follows and we seek ideas and suggestions from the public and other stakeholders on the same:

a. The distribution companies across the country are monopolies either Government or private. There is a need to provide choice to consumers by promoting competition. A framework will be put in place to give consumers alternatives to choose from among more than one Distribution Company.

b. The viability of distribution companies is a serious concern. A revamped reform-based result-linked power distribution sector scheme will be launched with an outlay of Rs. 3,05,984 crores over 5 years. The scheme will provide assistance to DISCOMS for infrastructure creation, including pre-paid smart metering and feeder separation, up-gradation of systems, etc., tied to financial improvements.

c. For a USD 5 trillion economy, our manufacturing sector has to grow in double digits on a sustained basis. Our manufacturing companies need to become an integral part of global supply chains, possess core competence and cutting-edge technology. To achieve all of the above, PLI schemes to create manufacturing global champions for an AatmaNirbhar Bharat have been announced for 13 sectors. For this, the government has committed nearly 1.97 lakh crores, over 5 years starting FY 2021-22. This initiative will help bring scale and size in key sectors, create and nurture global champions and provide jobs to our youth.

d. Hon’ble Prime Minister, while speaking at the 3rd RE-Invest Conference in November 2020, had announced plans to launch a comprehensive National Hydrogen Energy Mission. It is now proposed to launch a Hydrogen Energy Mission in 2021-22 for generating hydrogen from green power sources.

e. To give a further boost to the non-conventional energy sector, I propose to provide an additional capital infusion of Rs.1,000 crores to Solar Energy Corporation of India and Rs. 1,500 crores to Indian Renewable Energy Development Agency.

f. In Part A, we have already acknowledged that solar energy has huge promise for India. To build up domestic capacity, we will notify a phased manufacturing plan for solar cells and solar panels. At present, to encourage domestic production, we are raising duty on solar invertors from 5% to 20%, and on solar lanterns from 5% to 15%.

In previous Union Budgets, the treatment and stimuli meted to the energy sector – both discoms and gencos – has remained one step forward and two steps backward, with no clarity on whether the proposed measures would successfully alleviate their woes in the long run. As for the Union Budget 2021-2022, apart from a higher Budgetary allocation to match the promises that will no doubt be made, the following also needs to be addressed:

Nirmala Sitharaman, the Finance Minister, while presenting the Union Budget for 2020-21 in February 2020, had stressed on reforming the distribution network and introducing large-scale smart-metering. She had also proposed an expansion of the national gas grid. However, in the end the 2020 Budget ended up allocating only Rs 22,000 crore towards the power and renewables sector, which was entirely inadequate to address the size of the reforms proposed.

For successful implementation of use of electric vehicles in our nation, We should increase charging center for EV. All petrol pump should allow to installation of Charging center. RBI and all banks must give loans for electric charging center. This work should done on quickly.

Use of electric vehicles can save huge use of petrol in our nation. EV can change scenario of our country. We can reduce import and subsequently our INR will become strong. This will reduce our foreign debt automatically. Central government and State governments should support the EV industries. Tax benefits should given for push up the use of EV. All government offices should only purchase of electric vehicles for office use. All banks must give EV loans to all the public including farmers.

Solar power system can change scenario of our country. There is need of push up for speedy implementation. RBI should give target to all the Banks for finance for installation of solar power system at residence of public, at schools and government offices, farmers. government should reduce taxes on solar power industries.

India is having abundant of Solar and Wind Energy, many of us not using it. Both of them are clean energies free from CO2 and CO. If we effectively use them, the pollution will be reduced. We have installed Solar water heater and using it effectively. We are saving the cost of EB bill as well as LPG bill because of it. It is the responsibility of each and every Indian to share the benefits of renewable energy to every other Indian. By using them we can make clean and green environment.

Respected Sir, Solar energy is sustainable and thereby an abundant non conventional energy . To use this energy to its most ,can only be done if and only if large scale builders take up the idea of fixing solar panels on roof of their apartments which can meet the requirements of the apartments and also the remaining can be distributed
