Ministry of Skill Development and Entrepreneurship has undertaken an exercise for review and revision of the National Policy for Skill Development and Entrepreneurship 2015. This has been necessitated considering rapid transformation in technology, emerging market requirements, changing global scenario, and evolving skilling and entrepreneurship landscape.

A draft of the National Policy for Skill Development and Entrepreneurship, 2025 has been prepared that aims to provide a comprehensive framework for all skilling and entrepreneurship activities being carried out in the country, and to align them with the national priorities. The aspirations underlining the draft national policy are: scale, quality and inclusion. For realization of these aspirations, key principles, thrusts and enablers have also been indicated. The draft national policy also seeks to establish clarity, coherence and convergence for skill development and entrepreneurship promotion efforts across the country. It also seeks to link skill development and entrepreneurship promotion to the improved employability and productivity outcomes.

To ensure that the revised National Policy for Skill Development and Entrepreneurship, 2025 is aligned with current and emerging requirements, the Ministry of Skill Development and Entrepreneurship, Government of India in collaboration with MyGov invites inputs/suggestions from general public as well as researchers, startups, civil society, and domain experts.

Your suggestions on the draft policy will help in shaping and sharpening the policy prescriptions along with the key deliverables.

Govt should support creation of fully subsidised manufacturing units for low technology consumer goods with tax break for first 3 years of operations. The key should be in encouraging creation of cooperative societies of youth with a nodal authority overseeing the progress of the manufacturing unit over a period of time. If this can be implemented, at least in few model district ecosystems, it can garner youth employability, employment, as well as eventually help in increasing India's small scale manufacturing footprint. Rather than focusing on training institutes, if we can focus on some low technology, high consumer demand sectors, like sports equipment or silicone products, it can have quite a few lateral positive coming out.

1. Primary education should focus on skill building instead of theoretical subjects. 2. Every school going student should atleast plant a tree in the inception of session and take care of it and this should be a part of evaluation. 3. Internship should be a part of school curriculum and companies should pay for the work. 4. Environment cleaning and maintenance of public property should be a part of skill development . 5. Civic sense and not civic study should be mandated in school and college.

Simplify processes with a centralized, single-window digital platform minimizing formalities and ensuring timely approvals. 5. Assign financial aid and credit guarantees directly to designated agencies, reducing delays, collateral demands, and corruption. 6. Authorize incubation centers led by industry experts, emphasizing hands-on support to startups over generic management courses. 7. Mandate government institutions to actively assist entrepreneurs with infrastructure, research, and mentorship. 8. The National Skill Development Policy 2015 needs a strategic shift from focusing on mass enrollments and job fairs to measuring real impact—such as sustainable employment, job retention, and income growth. Presently, the emphasis on quantitative targets often undermines quality outcomes. Additionally, a one-size-fits-all approach ignores India’s socio-economic and cultural diversity. States differ significantly in infrastructure, industry needs, and demographics, affecting how policies perform regionally. To ensure effectiveness, the policy must be reviewed and restructured to promote state-specific models, allowing flexibility for local adaptation and implementation through a decentralized and consultative framework.
