Ministry of Skill Development and Entrepreneurship has undertaken an exercise for review and revision of the National Policy for Skill Development and Entrepreneurship 2015. This has been necessitated considering rapid transformation in technology, emerging market requirements, changing global scenario, and evolving skilling and entrepreneurship landscape.

A draft of the National Policy for Skill Development and Entrepreneurship, 2025 has been prepared that aims to provide a comprehensive framework for all skilling and entrepreneurship activities being carried out in the country, and to align them with the national priorities. The aspirations underlining the draft national policy are: scale, quality and inclusion. For realization of these aspirations, key principles, thrusts and enablers have also been indicated. The draft national policy also seeks to establish clarity, coherence and convergence for skill development and entrepreneurship promotion efforts across the country. It also seeks to link skill development and entrepreneurship promotion to the improved employability and productivity outcomes.

To ensure that the revised National Policy for Skill Development and Entrepreneurship, 2025 is aligned with current and emerging requirements, the Ministry of Skill Development and Entrepreneurship, Government of India in collaboration with MyGov invites inputs/suggestions from general public as well as researchers, startups, civil society, and domain experts.

Your suggestions on the draft policy will help in shaping and sharpening the policy prescriptions along with the key deliverables.

To build a truly inclusive skill development ecosystem, it is recommended that dedicated verticals on disability inclusion be established within each Sector Skill Council, coordinated by a central unit at NCVET with DEPwD as the nodal agency. These verticals should ensure that all training content and certification processes are accessible and aligned with Universal Design for Learning, with a mandatory inclusion of at least 10 percent persons with disabilities in relevant Training of Trainers programs. Strengthening monitoring mechanisms with clear indicators for accessibility, training quality, and employment outcomes is essential, alongside proactive engagement with industry to facilitate on-the-job training and placements. Integrating assistive technologies, ensuring representation of women with disabilities, and promoting inter-agency collaboration will further enhance the reach and impact of these efforts, leading to sustainable economic empowerment of PwDs

• OJT should be mandatory for all trades during CTS Training. • Group Accidental Insurance Coverage is essential prior OJT, industrial exposure visits and tour. • Govt. Guidelines/Instructions required to MSME for the acceptance and necessary support specifically for OJT of CTS fresh trainees. • Strict Guideline is required for basic PPE- in to standard practice during CTS training (Engineering trades) • FYI, Dual VET is working to strengthen Skill Ecosystem in Pan India under CSR of Siemens and TATA STRIVE, impacting by developing industry-institute engagements and industrial relations for sustainable ecosystem, followed by industry meet in cluster & district levels imparting pedagogy 2.0 for instructors and Industrial Safety training in virtual, Project competitions, Guest Lectures etc.

It should be integrated in schools & Colleges... At least in every district there should be 10-20 schools which will seriously work on skill development and employable education... But biggest problem is mindset sift of education system.All the teachers are from academics and subjective education background.They don't have interest on these things and they don't understand those also. At least 50% Teachers/Lectures/Assistant Professor should be from employable education background.. The teacher recruitment rules should be changed. And One university should focus on one things that will big achievement. Example:- Their should be 2-5 university should be dedicated on AI.. Their should be other some only focus on biotechnology. And other should focus on chemical... In these way some specific university focus on only some specific things... Other things should thought. That will their main priority. Only than Entrepreneurship and Innovation & Value creation research should be done

Skill is permanent run untill life even able at old age और बचपन से agewise Skill Trainnig Task also helpfull rest of life फीर किसी पर छोटी छोटी चिजोपर निर्भर रहने की जरूरत नही पडती 4example- हर घर मे एक Toolbox होता है नही तो फीर money waste होते है किसी को बुलाने पर या फीर wait करो , और Skill की ईतनी जरूरत क्यु होती है जितने ज्यादा संसाधन modern products उतने ही ज्यादा साधन और उसे लगता फीर धन खाना बनाना भी Skill है or art मनुष्य के जरूरतमंद हर चिज मे science भी है - food science + health है और हर subject interconnected है एकदूसरे से बच्चो को खुदका besic खाना बनाते आना चाहिए at least भूखे नही रह सकते insated of outside or packed food it's more better Skill हरक्षेत्र मे मेहनत है पर मेहनत के साथ नियत भी मायने रखती है किस मकसद से और क्यु करना है ..

Rebranding ITIs as TPC : Technical & Professional College Since the 1950s, Industrial Training Institutes (ITIs) have provided skill development for millions in India. However, the term "ITI" no longer resonates with the ambitions of today’s youth. With only 12.2 lakh enrolments out of a 25.8 lakh capacity in 2021–22, ITIs face an identity and aspiration crisis. In contrast, over 84 lakh students opted for traditional college streams (BA, BCom, BSc), indicating a clear preference for higher education models perceived as more respectable and future-oriented. Suggested proposal is rebranding ITIs as "Technical & Professional College (TPC)" — a strategic and aspirational move to boost enrolments, modernize curriculum, align with industry, and enhance youth employability. Why Rebrand ITIs? Perception: ITIs are often seen as a last-resort option. The name lacks aspirational value for Gen Z and their parents.
