Ministry of Skill Development and Entrepreneurship has undertaken an exercise for review and revision of the National Policy for Skill Development and Entrepreneurship 2015. This has been necessitated considering rapid transformation in technology, emerging market requirements, changing global scenario, and evolving skilling and entrepreneurship landscape.

A draft of the National Policy for Skill Development and Entrepreneurship, 2025 has been prepared that aims to provide a comprehensive framework for all skilling and entrepreneurship activities being carried out in the country, and to align them with the national priorities. The aspirations underlining the draft national policy are: scale, quality and inclusion. For realization of these aspirations, key principles, thrusts and enablers have also been indicated. The draft national policy also seeks to establish clarity, coherence and convergence for skill development and entrepreneurship promotion efforts across the country. It also seeks to link skill development and entrepreneurship promotion to the improved employability and productivity outcomes.

To ensure that the revised National Policy for Skill Development and Entrepreneurship, 2025 is aligned with current and emerging requirements, the Ministry of Skill Development and Entrepreneurship, Government of India in collaboration with MyGov invites inputs/suggestions from general public as well as researchers, startups, civil society, and domain experts.

Your suggestions on the draft policy will help in shaping and sharpening the policy prescriptions along with the key deliverables.

Entrepreneurship Development: Definition: Entrepreneurship development refers to the process of nurturing the skills and mindset needed to start and run a successful business. This includes identifying opportunities, developing business plans, managing resources, and navigating the challenges of running a business. Importance: Entrepreneurship is a driver of economic growth, creating jobs, fostering innovation, and increasing competition. It also empowers individuals to pursue their passions, create wealth, and become financially independent.

I humbly propose the following: 1. Introduce a 'Socio-Economic Education Slab' model — based on income, land/home ownership, and resource access. 2. Provide targeted educational support across all communities based on actual socio-economic need. 3. Retain focus on SC/ST/OBC upliftment through empowerment in education, not just quotas. 4. Invest in more institutions beyond IITs/NEET/GATE — especially for science and innovation pathways. For example, I propose establishing culturally rooted, futuristic institutions such as: - Vaimanika Vigyan Anusandhan Peeth (VVAP): Aerospace and aeronautics - Antariksha Tattva Vigyan Kendra (ATVK): Celestial and space research - Sūkṣma-Tattva Anveshana Kendra (STAK): Quantum, nano, and micro sciences - Tejas-Urja Anusandhan Niketan (TUAN): Renewable and clean energy innovation - Jyotirmaya Bharatiya Vijnana Mandalam (JBVM): Light and photonics science

Citing the UNESCO definition of skilling, which also focuses on technical, transversal and behavioural skills, the ministry said these elements enable lifelong learning through which individuals continuously acquire new skills to remain relevant in a dynamic environment.

कौशल विकास/कौशल प्रशिक्षण कार्यक्रम अभी तक एक विभाग तक सीमित हैं तथा नीति को बनाते समय सभी केवल आई0टी0आई0, पॉलीटेक्निक, और अल्पकालीन कौशल प्रशिक्षण को ही केन्द्र में रखते हैं। अभी तक तो प्रत्येक व्यक्ति कौशल प्रशिक्षण भी अन्य पढ़ाई के कोर्स की भांति किसी डिग्री अथवा प्रमाण-पत्र को लेने का जरिया समझता है, जिसका प्रमुख कारण है विगत 70 वर्षों से चला आ रहा पढ़ने और सीखने का तरीका, जिसने समाज को डिग्री/प्रमाण-पत्र रखने वाले व्यक्ति को तवज्जो देने की परम्परा को स्थापित किया है न कि ज्ञान और कौशल को। वास्तविकता में आवश्यकता है कि कुछ नया करने की, जिसके अन्तर्गत कौशल प्रशिक्षण एवं विकास सार्वभौमिक रुप से शिक्षा, रोजगार व जीवन में रच-बस जाये। कुछ सुझाव कौशल प्रशिक्षण और विकास के लिये राष्ट्रीय आयोग अथवा ट्रिब्यूनल बनाया जाये तथा इसे सरकारी विभागों से पृथक कर पूर्ण स्वायत्ता के साथ संचालित किया जाये। देश के सभी आंगनबाड़ी केन्द्रों सूक्ष्म प्रकृति के कौशल केन्द्र स्थापित कराये जायें। जैसा कि आप सभी परिचित है कि आंगनबाड़ी केन्द्रों में हमारी मातायें और बहनें आती हैं तथा अपने साथ अपने छोटे बच्

The future of Entrepreneurship is the future of the Country. The future of Rural Entrepreneurship is bright in India (MGNCRE, 2018). Those who have completed internship training in designated trades without undergoing formal NCVT training in the last decade in formal sectors should be identified through sector skill councils and given NCVT certificates. Today's youth should be made to understand the need for vocational education certificates. They work as workers in technical jobs. It is profitable for factories. But this is not good for India. Skill sector councils should provide certificates to the persons who have been trained after the arrival of the Skill India Mission in the factories and declare them as trained through the Skill India Mission. Informal learning should also be recognized in formal sectors. If the Union Ministry of Education & sector skill councils jointly conduct a survey in formal sector industries and provide certificates to those who have completed on-the-job internship training in the last ten years and they also provide Skill India Mission certificates, the number will be huge.
