Ministry of Skill Development and Entrepreneurship has undertaken an exercise for review and revision of the National Policy for Skill Development and Entrepreneurship 2015. This has been necessitated considering rapid transformation in technology, emerging market requirements, changing global scenario, and evolving skilling and entrepreneurship landscape.

A draft of the National Policy for Skill Development and Entrepreneurship, 2025 has been prepared that aims to provide a comprehensive framework for all skilling and entrepreneurship activities being carried out in the country, and to align them with the national priorities. The aspirations underlining the draft national policy are: scale, quality and inclusion. For realization of these aspirations, key principles, thrusts and enablers have also been indicated. The draft national policy also seeks to establish clarity, coherence and convergence for skill development and entrepreneurship promotion efforts across the country. It also seeks to link skill development and entrepreneurship promotion to the improved employability and productivity outcomes.

To ensure that the revised National Policy for Skill Development and Entrepreneurship, 2025 is aligned with current and emerging requirements, the Ministry of Skill Development and Entrepreneurship, Government of India in collaboration with MyGov invites inputs/suggestions from general public as well as researchers, startups, civil society, and domain experts.

Your suggestions on the draft policy will help in shaping and sharpening the policy prescriptions along with the key deliverables.

I would like to offer the following suggestions to strengthen the National Draft Policy for Skill Development and Entrepreneurship 2025:- 1)Introduce spoken English and communication training as a core part of all skill development programs to enhance employability. 2)Make basic and advanced computer application training mandatory for all students across disciplines to build digital competence. 3)Organize summer skill development camps focused on craftsmanship and ITI-level vocational skills during school/college breaks. 4)Establish entrepreneurship cells in every state and union territory, ensuring equal opportunity without regional bias. 5)Provide financial, mentorship, and infrastructure support to startups and business ideas that show economic viability and growth potential. 6)Focus on inclusive entrepreneurship by offering targeted support to women, rural youth, and persons with disabilities.

The draft policy should focus on industry-linked training by aligning curricula with market needs and technological trends. Public-private partnerships must be strengthened through incentives, enabling firmsto co-investin skill infrastructure. Special emphasis should be placed on regional economic potential to promote localized employment. Integration with formal education via tha National Credit Framework will reduce vocational stigmaand encourage lifelong learning . Digital literacy and greenskills must be made core components to future-proof the workforce. Regular monitoring based on job placement outcomes will ensure accountability. Inclusivity must be central-special programs for women, SC/ST, and persons with disabilities are essential. Strong coordination between ministries, states and sector skill councils with streamline implementation.

In my opinion India is now moving in the direction of development in which youth is required a lot. Whatever be the country the youth of that country is considered the most important pillar and Specially when I have learnt that skill, being a youth I have experienced that in India numbers are considered more important than skills. And to promote skills through the government Even though many skills development programs are being run, we should focus on developing skills and not on other things.

dear sir namaskaram jaisa ki hum sabhi nei read kiya ha ki bharat mei gurukul ka apna alag style raha ha , vasudev kutamkumbh eisi disha mei gyan deta ha , now a days kaam ha lekin right candidate nahi ha candidate ha but rojgar nahi ha , to bridege the gape skill upgradion has become the necessity and jaise ki aaj companies after graduation placement kei pick up kurti ha , they should given some proposal for connecting with educationa institute so that from learning stage they can identig=fy students for their sector and can guidel them what type of additional training they give to students on vocational basis attached few suggestion ..regards

The draft policy is promising, but to truly empower youth, it must connect with real lives. Set up local skill clubs in schools and Panchayats offering courses in tailoring, digital work, herbal farming, etc. Restore the dignity of skilled work through success stories and tool-based scholarships. Ensure inclusive training—accessible centres, basic sign language for trainers, and custom content for the differently-abled. Blend Ayurveda and traditional wisdom into skilling modules. Begin real-world exposure early—internships from Class 9. Many youth don’t lack skills—they lack support. Introduce mentorship, mental health guidance, and a chance to restart. Teach tech like AI or freelancing—but in regional languages with emotional storytelling. Track real outcomes: earnings, startups, and jobs. Skill isn’t just a certificate—it’s often a young person’s only path to dignity. Let this policy be a support system, not just a document.

As a student and a future contributor to India’s growth story, I strongly believe the most impactful suggestion for the National Policy is to integrate compulsory digital and financial literacy into all skill development programs. In today’s rapidly evolving digital economy, these are no longer optional skills—they are essential. Many skilled individuals, especially in rural and underserved areas, face barriers to employment, entrepreneurship, and government schemes due to lack of digital access and financial awareness. By providing practical, regionally tailored training in local languages, we can empower youth, ensure true inclusion, and build a self-reliant, future-ready India led by informed citizens.
