The Department of Empowerment of Persons with Disabilities (DEPwD), Ministry of Social Justice & Empowerment (MSJE), in collaboration with MyGov, invites comments and suggestions from stakeholders and the general public on the draft accessibility standards for the Build Environment sector. These draft standards, which identify non-negotiable rules, have been prepared to strengthen the creation of barrier-free environments in accordance with the Rights of Persons with Disabilities Act, 2016 and relevant rules.

All interested individuals are requested to carefully examine the proposed standards and submit their feedback, comments, and suggestions on the MyGov platform, ensuring that personal details are entered accurately during registration.

What are the five barriers to accessibility? According to the Government of Ontario, there are five identified barriers to accessibility for persons with disabilities. These barriers are attitudinal, organizational or systemic, architectural or physical, information or communications and technological.

What is the aim of accessibility? Overall, accessibility is about creating an inclusive society where everyone can participate fully, regardless of their abilities. By designing spaces, services, and products with accessibility in mind, we can ensure that people with disabilities have equal access to the world around them.

Why is it important to have standards for accessibility? Accessibility is about removing barriers enabling users to engage and participate in everyday activities. This includes reducing and overcoming the barriers that might occur for people with disabilities and includes the digital and physical interactions that people have in everyday life.

It is not just about including those with disabilities but also about creating a better experience for everyone. 4. Beyond Compliance: (a) Promote accessibility as a design principle:- Encourage professionals to go beyond minimum compliance and integrate accessibility into the core design process. (b) Foster a culture of inclusivity:- Emphasize that accessibility benefits everyone, not just people with disabilities. (c) Integrate accessibility into training and education:- Ensure that future professionals in the built environment sector are equipped with the knowledge and skills to design and build accessible spaces.

(d) Incorporate the standards into building codes and regulations:- Make the accessibility standards legally binding to ensure widespread adoption. (e) Address the access needs of neurodiverse individuals:- Consider provisions for quiet rooms and other accommodations in public spaces. (f) Encourage the use of technology:- Integrate tech-enabled solutions in infrastructure design to enhance accessibility.

3. Implementation and Enforcement: (a) Establish a clear accountability mechanism:- Define responsibilities for implementing and monitoring the standards. (b) Appoint accessibility officers:- Consider designating officers at local levels to streamline coordination and monitoring. (c) Mandate accessibility audits:- Implement regular audits to ensure compliance with the standards and identify areas for improvement.
