I know, Police Reforms will be resisted on grounds of Law & Order being State subject. But we end up sending Central Troops at the slightest behest, be it be riots or strike, elections or even religious functions. Reason: State Police is busy pleasing Political Bosses which is the ruling part of state. If ruling party wants to appease a particular community in a state, Police is the first department to drop cases against that community.
