My suggestion is 1. form a team of representative from local residence and municipal / ward with clear task. 2. City to be divided in small zones 3. Make bigger community/ residential association responsible to keep 300m outside their premises clean, similarly road side shops 4. Create a whatsup group of each small zones and make people aware of happeining
