Although the municipality has promised doorstep collection of waste, the workers are not regular (not evening coming once a week). And when they do, they just walk around and leave - they neither collect the waste, nor clean the streets. 1. How do we monitor street-level workers whether they are doing their job? 2. Who is legally accountable for these services
