Because why people pay fine they don't any mistake they have not certified papers only. If gov. want it compulsory take money and give it on the spot, why punish as fine. I have some more suggestions for Aadhar usage: - Real estate properties should be linked to Aadhar - All jobs to be linked with Aadhar - track employment - Govt can add field Category(SC, ST, SEBC, OBC, General) in Aadhar, Category people will not have to go for certificate to anyone - Govt portal in which an individual can see all his wealth linked to Aadhar
