first of all basic facilities should be provided to them.like electricity,computers and internet..a special web site should be made for them and acessof that website should be very simple which they can understand easily..now the web site should have the latest updated content about the prices in market,correct weather report,proper information section should be made which will let them know about the seasonal crops,pesticide suited for each crop etc. there should b a online help desk.

It is an excellent idea with a very specific and detailed approach towards digitizing Indias map and Geographical extent.And the Hill task has been broken down to village level(basic unit) which would make it much simpler to achieve.
