I have attached ppt on road map for Toilet construction and easy maintenance. This method is very economical, low capital investment, low maintenance cost and requires very minimum water facility. This is very helpful in places of water shortage, improper drainage system and places of poor connectivity. These toilets can be maintained by local bodies and doesn't require special care by govt other than construction & providing basic amenities.I can provide more details if the plan seems feasible.

Public toliets should be made and given to some unemployed person......1rs for bathroom and 5rs for toilet should be charged like we see in a sulabh souchaalya etc....But, in this case, it should be given to some unemployed person.....the money which comes from public should be given to him as the salary for maintaining and claning toliets.....regular check should be done whether the person is doing his responsibility or not..if not, then take back authority and give it to other unemplyed

Motivate big corporation/companies to participate in the movement and donate money or adopt villages etc. Government should motivate them by recognizing their efforts.

Subsidize Mobile/Portable toilets manufacturing & renting. Make compulsory to arrange mobile toilets for any large public gathering/ functions.

• All trains with toilets discharging into the tracks should get immediately replaced with Zero discharge toilets. Also Indian railway should take actions against people who defecate near railway tracks.

Toilets should be contructed in villages through MNREGA which will provide both employement+ toilet facility. This toilets should be maintained by the local people by assigning work to all the people of village by gram panchayat.It is not possible to appoint government funded cleaner for cleaning toilets in all indian villages although periodic maintainance of toilet should be government aided. Cleanliness checks can be conducted by health department to ensure cleanliness of toilets.

• Form a nation-wide organization of volunteers who will promote and share best practices for improved sanitation and hygiene especially in rural areas and slums. Government should equip them with all the basic amenities to do their job. The key is to motivate people to join the group and feel proud of it. School teachers, local officials, Gram Sevak, College students can be given some incentives (monetary or non-monetary) to join this organization.

• Recognize the importance of Clean Water, Sanitation, and Hygiene (e.g. hand washing and the dangers of open defecation) through education. Add some basic information as part of primary education curriculum. People should be made aware of dieses such as diarrhea. A large % of population (especially in rural areas) don’t use these facilities not because they can not afford it but they are not educated to do so!

Only by construction of public toilet can't solve the problem of sanitation and health hazards untill and unless the people (both village and urban) are not aware of cleaning toilet appliences as well as personal hygiene.So my suggestion is that before installing such facilities in selected places,upon this area an workshop much needed.

Under CSR scheme, let 1st 500 listed companies be asked to take 10-20 villages to contract the toilets for women. These toilets be handed to Gram Panchayats for future maintenance. I hope groups like Tata, Reliance & M&M could even take 100-200 villages at a time and may maintain as well. By side of such toilets the proposed Post office cum Bank branch be planned so as security issue by keeping a watchman could also be met. Initially these toilets could be with Septic tank method.
