My suggestion is, to help and encourage them to use mobile as learning tool first, in Hindi/ English languages. Their must be a GovApp that provide the education in socialScience, science & history etc I strongest part of my suggestion is, they can earn some rupees while learning a lecture and sharing them, like maximum Rs50 in a month.
